REQUEST FOR INFORMATION (RFI) U.S. Coast Guard Cutters WMEC 270� Main Diesel Engine Renewal This posting is a request for information from interested parties and is issued solely for informational and planning purposes. This posting is not a Request for Proposals (RFP) or Quotations (RFQ). This request for information does not commit the Government to contract for any supply or service whatsoever. Further, the Coast Guard is not at this time seeking proposals and will not accept unsolicited proposals. Those who respond are advised that the Government will not pay for any information or administrative costs incurred in response to this RFI; all costs associated with responding to this RFI will be solely at the interested party�s expense. Not responding to this RFI does not preclude participation in any future RFP/RFQ, if any is issued. If a solicitation is released, it will be synopsized on www.SAM.gov. It is the responsibility of the potential offerors to monitor these sites for additional information pertaining to this requirement. Interested parties are not required to be registered in System for Award Management (SAM) (https://sam.gov/SAM/) with an �Active� registration without an exclusion. However, in order to be considered if the requirement is solicited, the organization must be registered in SAM as �Active� and without exclusion. The United States Coast Guard (USCG) Surface Force Logistic Center (SFLC) is responsible for maintaining fleet readiness to support USCG missions around the globe. The USCG anticipates a need for conducting Main Diesel Engine (MDE) renewals in support the 270� Medium Endurance Cutter (MEC) fleet in accordance with the attached �DRAFT� specification. The USCG is requesting feedback in an effort to improve relations with industry, promote transparency, and support operation efficiencies. The USCG is requesting the following information from interested parties: a. Brief capabilities statement not to exceed two pages to include a positive statement of your interest in this procurement as a prime contractor, DUNS number, business type (large business, small business, small disadvantaged business, 8(a)-certified small disadvantaged business, HUBZone small business, woman-owned small business, very small business, veteran-owned small business, service-disabled veteran-owned small business) based upon North American Industry Classification System (NAICS) code 336611. b. Answers to the following questions: 1. How would you renew a MDE in this class of vessel? a. Complete engine as an assembly? b. Major component renewal (block & crankshaft) and build in place? c. Other? 2. What is your initial estimate for the time (period of performance) required to complete: a. MDE renewal as a complete engine assembly. b. Major component renewal and build in place 3. What process would you use to complete a MDE assembly renewal, or major component renewal with build in-place to complete the project by fastest means possible? 4. What equipment removal route would you recommend to accomplish this work? i.e. would the engine and/or components thereof, be removed through the side shell of the cutter or vertical through the decks? 5. If needed to build in place, how would you maintain space and engine parts cleanliness? 6. Can the MDE renewal, individual component renewals, and in-place engine assembly build be performed at the cutter�s homeport pier, or would it need to occur at your facility? If at your facility, would it need to be in a dry dock? 7. What machining capability do you have if corrections are needed for the engine oil pan flange? 8. What is your initial estimate for the time required to complete this work specification? 9. What is your Rough Order of Magnitude (ROM) cost estimate for the proposed work? 10. What risk factors do you foresee that could impact the cost or schedule of this work? 11. Does your company have the interest, capability, and capacity to perform this work? 12. Do you have any concerns, limitations, or recommendations regarding the current work specification? The USCG will be hosting Ship Checks on-board WMEC 270� Cutters in Portsmouth, VA on October 15, 2025 from 0800-1200 Eastern Time (ET) in an effort to aid interested parties in their response development.
