- Intent to Sole Source - BIE School Curriculum Material - Supplemental Determination and Findings, Under 41 U.S.C �3304 (c)1; Public Law 114-95; and 48 C.F.R. � 1.703. The BIE has a recurring need to procure school curriculum material for each school the Bureau supports. To ensure compliance with Public Law 114-95, Every Students Succeeds Acts (ESSA), the Bureau of Indian Affairs (BIA), in 2018, put in place a Class Determinations and Findings (D&F) which allowed for the sole sourcing of curriculum-based requirements. ESSA is structured to provide all children significant opportunity to receive a fair, equitable, and high-quality education, and to close educational achievement gaps; therefore, the Bureau of Indian Affairs (BIA) and Bureau of Indian Education (BIE) require the purchase of supplies and services to implement the approved school curriculum as well as the Secretary of the Interior�s definitions of standards, assessments, and accountability system. Duration coverage is During fiscal year (FY) 2026 from October 1, 2025 through September 30, 2026, BIE estimates over 200 actions valued at over $6,500,000.00 Note: This is not a request for quotes or to be taken as a invitation of any type.
