- Description
- The Defense Health Agency, Healthcare Contracting Division Southeast intends to enter into a sole source procurement for blood, blood products, and laboratory testing in support of Naval Medical Center Camp Lejeune. The Government intends to award a sole source, firm fixed price, 5-year IDIQ contract to The American National Red Cross, 431, 18th St, Washington, DC 20006-5310. The contract period of performance for this action is estimated to be 01 October 2025 through 30 September 2030. The intended procurement will be classified under North America Industry Classification System (NAICS) 621991 Blood and Organ Banks, with the Business Size Standard of $40.0M. The American National Red Cross will provide the listed blood products, transportation of blood products, and patient specimen testing for the specific range of referral testing in accordance with the provided list and all applicable federal, state, and local regulations, laws, and ordinances, and in accordance with the specifications outlined for accreditation certification is applicable. Blood products must meet the requirements set forth by the Food and Drug Administration (FDA), with proof of FDA registration to be provided upon reasonable request. All non-STAT blood requests shall be delivered within the requested timeframes as needed and on demand STAT requests delivered in approximately two hours of initiation of request, 24 hours a day, 7 days a week, 365 days a year. Laboratory testing services to include analytical processing shall be completed as defined in its laboratory manual, analysis, reporting of analytic results and interpretation. There are no set-aside restrictions for this requirement. This notice of intent is not a request for competitive proposals and no solicitation document exists for the requirement. Sources interested in responding to this notice are required to submit a capability statement that includes management and technical data in sufficient detail and with convincing evidence that clearly demonstrates the capability to perform the required work. Capability statements shall not exceed 5 (8.5 x 11 inch) pages using a font not smaller than 10-point. All capability statements received by the due date of this notice will be considered by the Government. A request for documentation or additional information, or submissions that only ask questions will not be considered as an affirmative response. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement or to proceed with a sole source contract. Capability statements are due by 12:00 P.M. ET, 01 October 2025. Capability statements shall be submitted by email ONLY as a Microsoft Word or Adobe PDF attachment to Felicia W.
