- On July 15, 2024, U.S. Department of Transportation (U.S. DOT) John A. Volpe National Transportation Systems Center (Volpe Center) in Cambridge, MA, released a Sources Sought notice under NOTICE ID: 6913G6MITSII to identify interested parties to meet the requirements for Engineering Services as detailed in the attached DRAFT Performance Work Statement (PWS). The requirement is now renamed Transportation Technology & Engineering Mission Solutions (TTEMS) under NOTICE ID: 6913G6TTEMS. An updated PWS is attached to this notice. The Volpe Center intends to establish a single award Blanket Purchase Agreement (BPA) against an eligible GSA Schedule contract. Anticipated period of performance (POP) shall be a total of five (5) years. The term will be specified on the resulting BPA. In accordance with GSAM/R 538.7104-1(b), Contractors may be awarded a BPA that extends beyond the current term of their GSA Schedule contract, so long as there are option periods in their GSA Multiple Award Schedule (MAS) contract that, if exercised, will cover the BPA's period of performance. The contract type for the orders is anticipated to be Firm Fixed Price, Labor-Hour and Time & Materials, and Hybrid. The Government estimates, but does not guarantee, that the total estimated volume of purchases through the single award BPA will have total estimated ceiling of $200,000,000.00 over the 5-year BPA lifecycle. The Volpe Center intends to issue the solicitation on https://www.ebuy.gsa.gov by or before November 2025. This requirement will be solicited as Full and Open in accordance with GSAM/R Subpart 538.71 to GSA MAS holders in the following Special Item Numbers (SINs): Professional Services - Technical and Engineering SIN 541330ENG In addition, the Volpe Center plans to hold a pre-quotation conference virtually via Microsoft Teams. The purpose of the event is to provide an overview of the PWS and the acquisition strategy; as well as an opportunity for questions and answers, which will be posted to SAM.gov after the event. The Volpe Center will hold a pre-quotation conference virtually via Microsoft Teams on Friday, October 03, 2025 from 11:00a.m. - 12:00p.m. ET. If you are interested in participating, please fill out the attached registration form with your company's point of contact information (e.g., company name, company size, attendees (LIMIT 2) with titles, phone number and email address) for those individuals you would like to register and send to the following contacts below by 1:00 p.m. ET Wednesday October 01, 2025. The link to join the event will be emailed to all registrants no later than Thursday, October 02, 2025. THIS NOTICE IS NOT A REQUEST FOR QUOTE AND NO FORMAL QUOTATION EXISTS AT THIS TIME. Unsolicited responses will not be accepted. The notice does not constitute a solicitation for a quotation and is not to be construed as a commitment by the Government. The information provided herein is subject to change and in no way binds the Government to solicit for or award a competitive agreement. The Government is not obligated to and will not pay for any information received from potential sources as a result of response to this pre-quotation notice. The Government will not pay for any materials provided in response to this notice and submittals will not be returned to the sender. Submissions must be disclosable to the public or the submitter should provide a summary statement that can be disclosed to the public with fuller supporting information that is clearly marked as restricted. The Government will use customary means to safeguard proprietary information, but only when such information is (1) clearly marked as proprietary; (2) is, in fact, information that could not have been obtained from another party or source; and (3) is otherwise deserving of such treatment under standards and processes described in the Freedom of Information Act (FOIA) and Executive Order 12600.
