- Contract to sustain the Miniature Air-Launched Decoy (MALD)/Miniature Air-Launched Decoy-Jammer (MALD-J) Missile systems. Contract was not awarded competitivley, as the activity obtained authority to acquire the Contractor Logistics Support (CLS) services using Other Than Full and Open Competition as prescribed by FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. This action will not apply fixed-price, as a cost- plus fixed fee contract (CPFF) for services was determined the best contract type for the services because uncertainties involved in contract performance do not permit costs to be estimated with sufficient accuracy to use any type of fixed-price contract. Cost reimbursement (CR) with no fee items for travel CLINs is considered appropriate due to the uncertainties in future requirements. This contract is for life-cycle support services necessary to sustain the Miniature Air-Launched Decoy (MALD)/Miniature Air-Launched Decoy-Jammer (MALD-J) Missile systems. This procurement entails the services and support products required for the management (planning, organizing, directing, execution and reporting) of resources needed to sustain ongoing MALD/ MALD-J program objectives associated with Operational Safety, Suitability & Effectiveness (OSS&E), and Reliability, Maintainability, and Supportability. The service procurement encompasses the program management, logistics support, and sustaining engineering required to sustain the system's total life cycle throughout the Operations & Support (O&S) phase, sustaining materiel readiness while continuously striving to improve program efficiency and cost-effectiveness. The services required to meet agency needs include CLS Management Support, Logistics and Engineering Support, Non-Warranty Repairs, Software Maintenance and Ordnance Assessment (OA) Support, and Replacement Parts.
