- Request for Information (RFI): E-Discovery tools THIS IS NOT A SOLICITATION. This Request for Information (RFI) for capability information does not constitute a request for bids, proposals, or quotes. Submission of any information in response to this market research survey is purely voluntary; and the government assumes no financial responsibility for any costs incurred. The Federal Communications Commission (FCC) seeks an E-Discovery tool for the Office of General Counsel (OGC) to conduct document searches and reviews to support its diverse litigation, investigative and regulatory compliance efforts and requests for information under the Freedom of Information Act or Privacy Act, the United States Congress, FCC Office of Inspector General and/or any other agency such as the Department of Justice. In order to streamline and optimize OGC�s complex discovery efforts , the FCC seeks information on comprehensive E-Discovery tools that can, among other things, quickly search and collect information seamlessly across many different data sources in one place without compromising data integrity, conduct searches using multiple/complex search terms - including Boolean searches, facilitate efficient review, store data in its original form and location, and perform structured analytics. Minimum Requirements: Collection of information to run electronic or manual searches, including access for agency and/or individual users to directly upload material to workspaces without first transmitting material to outside party to load such materials Ability to conduct searches by multiple/complex search terms, including all forms of Boolean searches and delimit searched by date range. Information Technology (IT) assistance 24x7x365 for promptly resolving access issues, technical E-Discovery tool assistance and training to users as requested. Host data in original format. Data storage shall be on a stable platform accessible for long-term capacity that is persistent web-connected and highly reliable. Review and sort documents for users maintaining a privilege log and/or bates-numbering. Ability to redact documents and have proposed redactions applied consistently across document yield. Sort and search by categories including but not limited to filenames, words, or terms within the document, date sent, date received, existence of attachments, custodian, size, and tags. Produce documents in their native, unaltered form and for the metadata to remain intact. Tool must be scalable and flexible to handle unexpected efforts, data loads, supplemental productions and requirements. Tool must be FedRAMP certified or at a minimum having a valid active ATO from another Federal agency (Federal Information Security Management Act (FISMA)- medium or higher). Tool must use Federal Information Processing Standards (FIPS 140) encryption for data in transport and have documented security controls mapped to the National Institute of Standards and Technology (NIST) 800-53. Tool must have an interface to monitor usage of the tool such as space used and active users. Capability to have no less than 25 users accessing the tool simultaneously. Ability to keep certain batches of records completely separate and available to different subsets of users. Tool must be web-based compatible with browsers such as Edge, Firefox, Chrome, and/or Safari. Ability to use advanced analytics tools (including AI) to locate, organize, prioritize, and review relevant documents. Ability to use advanced analytics tools (including AI) to streamline and accelerate the privilege review. Support data pre-processing, data loading, ingestion and imaging including resolving issues and making data sets complete and efficient to perform data analysis. Tool must be able to isolate and remove duplicate documents yielded by searches, including email threading functionality. Provide data analytics, archiving, and deliverable media. Optical character recognition. Ability to authorize outside parties, such as the agency�s outside agents, to access workspaces. At conclusion of a discovery effort, the tools must have the capability to remove and purge all data related to the discovery effort, including backups or replicated data. Vendor should be capable of providing a conflict check for relevant key parties to specific litigation for each project. The FCC seeks to identify a vendor with a commercial off-the-shelf product to meet or exceed the minimum requirements above. Vendors should provide product literature, details on full capabilities, and any relevant pricing information they wish for the FCC to consider. Information Requested: Response Format: The Response should be sent to the Contracting Officer, @ Susan.Nicholson@fcc.gov. The subject line should read: RFI RESPONSE: E-Discovery Tool, and Company Name. The information should be sent in sufficient time in order to be received not later than the Response Deadline. No proprietary, classified, confidential, or sensitive information should be included in your response. The government reserves the right to use any non-proprietary technical information as part of any resultant solicitation(s). A Q&A period is not provided with this notice and any questions may be documented in the Company�s capability statements submittal. In addition to the information above, details should include: Business Information UEI Company Name Company Address Company Point of Contact, Phone and Email address GSA Contract Vehicles, appropriate for this RFI Type of Company/business size (i.e., small business, 8(a), woman owned, veteran owned, etc.) Provide direct, complete and concise response, in a MS Word or PDF document to allow the government to determine the organization�s qualifications to meet the minimum requirements. The response should flow clearly and logically, not exceeding 10 pages. Whether the company is amendable to provide its E-Discovery solution/tool for testing by the FCC for a trial period of no less than 30 business days. The response deadline for this RFI is 5:00 PM, EST, October 17, 2025. Please ensure that your response includes the name, email address, and phone number of the contact person at your organization. The FCC appreciates your time and effort in providing a response to this RFI as we perform market research. Please be advised that this RFI does not obligate the government to award a contract, pay for the information provided in response, or provide feedback to respondents with respect to any of the information submitted. The government reserves the right to use information provided by the respondents for any purpose deemed necessary and legally appropriate. After a review of the responses received, the Government may or may not initiate the solicitation process. Any solicitation resulting from this notice may be published via the appropriate means and in accordance with the Federal Acquisition Regulation. However, responses to this notice shall not be considered adequate responses to any potential or resulting solicitation. Response to this notice is strictly voluntary and not a prerequisite to participate in any formal solicitation process that may take place in the future. Yet, it should be noted that information gathered through this notice may significantly influence our acquisition strategy. All interested parties will be required to respond separately to any solicitation posted as a result of this RFI notice.
