26 Sep 2025- The following questions were submitted: Question #7: What weight, in terms of percentages, are given toward evaluation of the 3 that are submitted in response to this solicitation: Price, Technical,and Past Performance? Government Response: The Government will employ a streamlined evaluation of offers as authorized by FAR 12.602 and FAR Part 13.106-1, which does not require solicitations to establish relative weights for factors and subfactors. The Government will evaluate all proposals using all of the factors and subfactors in Section M and award a BPA to the responsible offeror whose offer is the most advantageous to the Government, price and all other factors and subfactors considered. Question #8: On the SF1449 section B where we are asked to provide the pricing: It states that the Unit Price carries a maximum of $25,000 and that the Unit of Measurement is a Job, not NCWT. Do we enter the total Annual Price under UNit Price to coincide with Attachment 03 Price Schedule for each ordering period? Is it logical to expect this amount to be over $25,000 if we assume this is the total amount for the year? Government Response: $25,000 is the maximum allowed per order (BPA call) - not unit. 23 Sep 2025- The following questions were submitted: Question #5: Are we able to cite pertinent contracts as past performance if they were performed more than 5 years ago? Government Response: Refer to SF 1449 sections M. and L., and refer to FAR 15.305(a). Question #6: Can we include other information in our narrative in addition to listing past contracts that will help us best portray our technical expertise and past performance? Government Response: Refer to SF 1449 sections M. and L., and refer to FAR 15.305(a). 18 Sep 2025- The following questions were submitted: Question #2: Unaccompanied Baggage (Code 8 & J): Can the Government confirm whether these shipments are to be calculated on a Net Weight (NCWT) basis rather than a Gross Weight (GCWT) basis? Government Response: Unaccompanied Baggage (UB) shipments are to be calculated on a Net Weight (NCWT) basis. Reference PWS Item 0004 (pg. 43) and Att 03 Price Schedule Question #3: Overflow / Oversize Articles: Will the Government consider allowing a unit of measure based on cubic feet for overflow and oversize containers in lieu of NCWT/GCWT? Government Response: No. Reference PWS, Item 0003 (pg. 42) and Att 03 Price Schedule Question #4: Estimated Annual Quantities (EAQs): Are the EAQs derived from historical shipment data (e.g., the past 3�5 years), projected demand, or another forecasting method? Government Response: EAQs are based on projected demand. 09 Sep 2025- The following question was submitted: Question #1: Could you please confirm if there is a designated timeline for submitting questions and whether these should be directed to you? Government Response: Refer to Section L of the SF 1449, under the header titled ""Questions."" Amendment 0001 Effective 05 Sep 2025- The purpose of this amendment is to add Attachment (Att) 05 BPA Terms & Conditions. **All previously submitted quotes must be resubmitted after the posting of this amendment in order to be considered for award.** ALL AMENDMENTS MUST BE ACKNOWLEDGED IN ACCORDANCE WITH BLOCK 11 OF THE SF 30 Naval Supply Systems Command (NAVSUP), Fleet Logistics Center Yokosuka (FLCY) Site Marianas (Guam) has a requirement for packing, containerization, and drayage services through the Direct Procurement Method (DPM) to support the movement of unaccompanied baggage (UB) and household goods (HHG) for Department of Defense (DoD) personnel within the area of responsibility (AOR) spanning across military installations and surrounding areas in Guam.
