- Solicitation Announcement The USG will re-solicit this requirement without the small business restirction to allow for competition to the maximum extent applicable. Solicitation Amendment 0005 removes all Small Business Set-Aside restrictions and allows for Full & Open Competition. Both Large and Small Business concerns are allowed to submit a proposal for this requirement in accordance with the terms and conditions of the solicitation and all amendments.
