- SUBJECT: Blanket Purchase Agreement for Medical Gasses and Dry Ice REQUIRING ACTIVITY NAME: Walter Reed Army Institute of Research (WRAIR), Logistics Branch THIS IS NOT A REQUEST FOR PROPOSALS (RFP) OR A REQUEST FOR QUOTATIONS (RFQ); IT IS STRICTLY A REQUEST FOR INFORMATION (RFI). NEITHER UNSOLICITED PROPOSALS NOR ANY OTHER KINDS OF OFFERS WILL BE CONSIDERED IN RESPONSE TO THIS REQUEST FOR INFORMATION (RFI). NO CONTRACT WILL BE AWARDED PURSUANT TO THIS ANNOUNCEMENT. DISCLAIMER: This RFI is issued solely for information and planning purposes and does not constitute a solicitation. Responses to this notice are not offers and will not be accepted by the Government to form a binding contract. Responders are solely responsible for all expenses associated with responding to this RFI. All information received in response to this RFI that is marked Proprietary will be handled accordingly. Responses to the RFI will not be returned. At this time, questions concerning the composition and requirements for a future RFP will not be entertained. RFI AVAILABILITY: In accordance with FAR Part 10 Market Research, this RFI is to ensure responsible and constructive exchanges with industry while complying with existing law and regulation that does not provide an unfair competitive advantage to particular firms or violate the procurement integrity requirements. This RFI is being made available through the following platforms to maximize market research to target Prime Contractors to perform: SAM.Gov General Services Administration (GSA) CAPABAILITY STATEMENT INSTRUCTIONS: Interested parties are asked to respond to this RFI and submit a capabilities statement that supports the focus of this RFI. Please submit written responses via email in Microsoft Office or PDF format. All responses should be complete: in 12-point font; and not to exceed 5 pages total, including graphics, tables, and appendices. No hardcopies shall be accepted. No written solicitation document is available at this time. Telephone requests will not be honored, and no bidders list shall be maintained. CONTACT INFORMATION: No questions will be addressed. All information regarding Capabilities Statements or any other proprietary information relative to this RFI shall be submitted via email to brenda.i.mena.civ@health.mil no later than 11:00AM EST on Wednesday, 8 October 2025. BACKGROUND/OVERVIEW: United States Army Medical Research Acquisition Activity (USAMRAA) on behalf of its customer activities has a reoccurring requirement for a variety of compressed and bulk medical grade gas and gas products, laboratory and specialty gases and gas products, various gas supply modes and services, dry ice pellets and customer leased/ and/or Government owned cylinders. Laboratories within the US Army Medical Research and Development Command (USAMRDC) and DoD Medical community have an on-going need for medical gases to conduct analysis and research in accordance with their organization�s mission. These labs are located in Alabama, Delaware, Maryland, and Massachusetts. This requirement is for a variety of compressed gases using customer-owned cylinders and a leased or purchased, bulk liquid nitrogen tank. The gas must be delivered in cylinders that are hydrostatic tested and meet local, state, and federal regulatory requirements. The requirement also includes dry ice. The requirements listed in the table below shall be accommodated by the responder offering the various gas products and dry ice in the attached supply list with the minimum essential characteristics listed below. Please indicate Y (Yes) or N (No) in support of capabilities statement in support of the various gas products and dry ice. Use the comments column to further justify how your product meets the requirement. REQUIREMENTS/ SPECIFICATIONS Meets Requirement? (Y/N) 1. Provide compressed medical gases as helium, nitrogen, oxygen, CO2, methane, argon, ammonia, and dry ice using customer-owned cylinders and a leased or purchased, bulk liquid nitrogen tank. Comments: 2. Deliver medical gases in cylinders that are hydrostatic tested and meet local, state, and federal regulatory requirements. Comments: 3. Deliver medical gases to DoD Medical Research Laboratories in Natick, MA; Dover, DE; Fort Detrick (Frederick), MD; Silver Spring, MD, Aberdeen Proving Ground, MD & Fort. Rucker, AL. Comments: 4. Conform to the purity levels and specifications as identified in regional and federal laws. Comments: 5. Receive orders of specialty/mixed gases within a 48 hours� notice. Comments: 6. Provide emergency deliveries within 24 hours after receipt of the Government request. Comments: 7. Have all markings pertaining to cylinder gases comply with all local laws, regulations and specification established for medical and specialty gas generation, storage, sales, distribution, and delivery. Comments: 8. Comply with all local laws, regulations and specifications established for gases pertaining to safe handling of Compressed Gas Cylinder Valve Outlets and Inlet connections. Comments: 9. Perform visual inspection of hydrostatic testing in accordance with local and regulatory standards. Comments: 10. Cylinders are correctly identified with the UN (United Nations) and or NA (North America � DOT (Department of Transportation) number identifying contents of cylinder. Comments: 11. Cylinders are routinely hydrostatically tested as required and cylinders reflect latest test date. Comments: 12. Compliance with all ISO standards applicable to the manufacturing, handing, storage, and distribution of Gases. Comments: 13. Capability to provide telemetry and monitoring, with telemetry access to view tank levels for one 14-ton (28,000 pound) CO2 tank, two 6000-gallon liquid nitrogen tanks, and 1,000 liter liquid nitrogen microbulk tank. Provide software updates/patches issued by the telemetry system manufacturer. Comments:
