This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. It is the Government's intent to issue a Firm Fixed Priced Purchase Order in accordance with FAR Part 13. The solicitation number is 75F4012Q00459. This solicitation is issued as a Request for Quote (RFQ). The solicitation document and incorporated provisions and clauses in effect through the Federal Acquisition Circular 2025-03, effective January 2025. FAR and HHSAR provisions and clauses referenced in this RFQ can be found on the following website: https://www.acquisition.gov/browse/index/far The Government is in no way obligated to make an award, nor to pay any costs incurred by the Contractor in preparing and submitting its quote. 1. Background The U.S. Food and Drug Administration (FDA) Office of Food Chemical Safety, Dietary Supplements, and Innovation (OCSDSI), Human Foods Program (HFP) has a requirement for a refresh of its Chemical Evaluation and Risk Estimation System (CERES). CERES is an IT solution implemented to support the pre- and post-market safety evaluation of HFP regulated substances. CERES integrates cheminformatics solutions, chemical substances data along with their corresponding in vitro and in vivo toxicity data, mode-of-action based computational toxicology models, and read-across tools, through a simple, user-friendly user interface, to facilitate and support the safety and risk assessment needs of the HFP.
