- ON 23 September 2025, in accoradance with 10 U.S. Code 4022, The Army Contracting Command-Orlando awarded an Other Transaction Authority (OTA) via the Training and Readiness Accelerator II (TReX II) for the Role 4 Definitive Care Modeling and Simulation Tool prototype project. The DHA and the Joint Force lack an integrated Role 4 medical modeling and simulation tool to meet the needs of the combat support mission, resulting in a significant gap in the ability to comprehensively develop contingency and support plans. The DHA needs a software platform capable of modeling and forecasting to help planning related to Military Treatment Facilities (MTFs) and other Role 4 facilities resource usage and constraints, manpower requirements, and other related demands to help create better support plans. A Role 4 Medical Modeling and Simulation Tool (R4MT) will better enable DHA to model casualty flow into MTFs, U.S. Department of Veteran Affairs (VA), private sector, and/or activated National Disaster Medical System (NDMS) facilities. The DoD does not have a simulation capability to model Role 4 (Definitive Care) combat casualties, resulting in a significant gap in the ability to comprehensively develop contingency and support plans. The DHA needs a software platform capable of modeling and forecasting to help planning related to MTFs and other Role 4 facilities resource usage and constraints, manpower requirements, and other related demands to help create better support plans for the warfighter. The R4MT prototype is a software program designed to simulate medical care for mass casualty situations.
