- Description
- The Naval Sea Systems Command (NAVSEA) issues solicitation N00024-25-R-6304 for the Remote Minehunting (RMH) Module. Program Executive Office Unmanned and Small Combatants (PEO USC) Mine Warfare Program Office (PMS 495) is procuring the RMH Module to detect, classify, and localize a variety of mines. The scope of the anticipated effort includes RMH Module production, associated engineering support, and spares. The RMH Module will deploy and retrieve a Tow Body (TB) from the Mine Countermeasures Unmanned Surface Vehicle (MCM USV). The Classified Addendum to the Performance Specification released 12 July 2024 under DRAFT solicitation N00024-25-R-6304 remains unchanged. In the instance that an interested party has already requested and received the Classified Addendum, that version should be considered the final version for the purposes of this solicitation N00024-25-R-6304. The Classified Addendum will still be provided to companies per Section L of the solicitation. SOLICITATION ACCESS: This solicitation is issued electronically via PIEE (https://piee.eb.mil/) and interested parties must comply with that announcement. Interested Offerors should monitor SAM.gov and PIEE for the release of applicable amendments. This posting includes restricted attachments. Offerors will need to request access to the Solicitation and all restricted attachments via PIEE, while also ensuring they have submitted and executed a Terms of Use Agreement (TOU) per the paragraph below. In addition to your PIEE request, provide a written request via email to the Contract Specialist, Ethan Breitenbach ethan.g.breitenbach.civ@us.navy.mil and copy Contracting Officer, Kevin Burk kevin.j.burk3.civ@us.navy.mil with your company information, including CAGE code. The Government anticipates making a single award in or around August 2026.The RMH Module documents will contain controlled information. Offerors that previously executed a Terms of Use Agreement (TOU) during the pre-solicitation phase for this solicitation, but do not have access to the solicitation documents, must submit a request via e-mail to the Contracting Officer (Kevin Burk) and Contract Specialist (Ethan Breitenbach) for access to the solicitation documents but need not resubmit the TOU agreement or DD Form 254 Block 6 information. Offerors are required, prior to viewing any of the data associated with the RMH Module Solicitation, to complete, and return 1) a TOU; and 2) a Security Classification Specification, DD 254 (Block 6.a, 6.b and 6.c), available at (https://www.esd.whs.mil/Directives/forms/dd0001_0499/DD254/). Offerors must be active Department of Defense (DoD) contractors to access the data within the solicitation. Submit a signed completed Terms of Use Agreement and DD 254 to kevin.j.burk3.civ@us.navy.mil and ethan.g.breitenbach.civ@us.navy.mil with a subject line of the email that reads, �TOU Letter / DD 254 (insert name of company) N00024-25-R-6304.� Offerors may also submit questions regarding the TOU to the points of contact listed in this synopsis. The Government will not provide sponsorship for new or upgraded personnel or security clearances. Upon proper clearance approvals by the Government and a signed TOU, the Contracting Officer will provide further instruction on access to the RMH Module data. The classified or restricted disclosure attachments will be made available in a secure manner to the Offeror so long as the Offeror has met the security requirements detailed here. The Government will not reimburse the cost of any submission or other expenses in response to this announcement -- the entire cost of any submission or other expense will be at the sole expense of the source submitting the information.
