Description
NOTICE OF INTENT The Defense Information Systems Agency/Defense Information Technology Contracting Organization intends to negotiate a sole source contract with Realization Technologies, Inc. A sole source Justification & Approval document is being coordinated and, upon approval, a copy of it will be posted here on SAM.gov to comply with the public display requirements of FAR 6.305. The proposed contract action is for procurement of software subscriptions and support services for the platform that delivers the multi-phased solution for the Naval Sea Systems Command (NAVSEA) Naval Maritime Maintenance Enterprise Solution (NMMES) project scheduling system that replaced, integrated and phased out the legacy scheduling system while incorporating best commercial practices on a modernized IT platform NAVSEA is focused on the non-stop execution of the critical chain in support of mechanics at the job site. A vital enabler of this execution is the work scheduling and analysis system employed at the shipyards. In pursuit of improved operational efficiency, NAVSEA conducted a comprehensive review to enhance quality, reduce costs, and shorten maintenance durations for ship maintenance and modernization activities. The results of this review identified several goals, including: (1) completion of all ship availabilities on or ahead of schedule; (2) completion of all ship availabilities 25% under current cost controls; and (3) reduction of personnel overtime by 5-10%. This led to a focus on non-stop execution of the critical chain in support of mechanics on the job site. To support these goals NAVSEA DPO identified Realization Technologies, Inc.�s as the original equipment manufacturer (OEM) of Concerto software subscription and services to provide the platform for NMMES project scheduling system. The NMMES project scheduling system is based on the Concerto float-based scheduling software for NAVSEA, and it is successfully integrated into the overall NMMES architecture. NAVSEA DPO utilized an Information Warfare Research Report Other Transaction Agreement from February 2020 through September 2020 to find a solution to replace the legacy system and worked with Realization Technologies, Inc to tailor their Concerto software application developed by Realization Technologies, Inc to deliver an end-to-end enterprise production project scheduling solution. This effort delivered a multi-phased solution for NMMES project scheduling system, that replaced, integrated and sunset the legacy scheduling system while adopting commercial best practice with a modernized information technology (IT) platform. The Concerto float-based scheduling renewal software subscriptions and support services for NAVSEA, developed by Realization Technologies, Inc., is a critical component of the platform for the enterprise solution that facilitates the planning and prioritization across maintenance operations. Developing and testing another manufacturer�s product in addition to user training time, would not be cost advantageous to the Government. Any other source would result in substantial duplication of costs to the Government that is not expected to be recovered through competition and cause unacceptable delays in fulfilling the agency�s requirements. At this time, the incumbent contractor Realization Technologies, Inc. is the only source capable of providing all necessary services. Concerto software subscription and support services are only available from the OEM, Realization Technologies, Inc. The OEM owns the copyrighted product with all legal rights, privileges and ownership container therein. Concerto software subscription and support services are available exclusively through Realization Technologies, Inc., on a commercial basis. Realization Technologies, Inc. does not authorize or utilize any resellers, distributors, or third parties for the sale or provision the Concerto software subscription or its support services. The statutory authority for other than full and open competition is 10 USC 2304(c)(1), as implemented by FAR 6.302-1(a)(2)(iii), only one responsible source and no other supplies or services will satisfy agency requirements. Companies who believe they can provide this service must indicate their interest in writing within 15 days of this notification and include a detailed capability statement. No reimbursement for any cost connected with providing capability information will be provided. All responsible sources will be considered in evaluating the determination to issue a sole-source contract. Quotations or proposals received in response to this notice cannot be accepted since this synopsis cannot be considered a request for quote or a request for proposal. A solicitation will NOT be posted to SAM.gov due to the sole source nature of the requirement. The North American Classification System (NAICS) code 513210 will be used for determining company size status. CONTRACT/PROGRAM BACKGROUND: The Concerto float-based scheduling renewal software subscriptions and support services for NAVSEA for NMMES Project Scheduling System requirement is a new requirement.
