- The Department of Health and Human Services (HHS), National Institutes of Health (NIH), National Cancer Institute (NCI), Center for Cancer Research (CCR), Clinical Pharmacology Program (CPP) plans to procure, on a sole source basis, a new state-of-the-art Powerex Scroll Enclosed air compressor system (SET2257HP) from: LBS Enterprises Inc. 11408 Pulaski Hwy White March MD 21162 The response close date of the notice for this requirement is in accordance with FAR 5.203(b). This acquisition will be processed under FAR Part 12 � Acquisition for Commercial Items and will be made pursuant to the authority in FAR Part 13.106-1 (b)(1) and is exempt from the requirements of FAR Part 6. The North American Industry Classification System code is 333912, Air and Gas Compressor Manufacturing, and the business size standard is 1,000 Employees. The Clinical Pharmacology Program (CPP) is the primary source of clinical pharmacology studies (drug metabolism, pharmacokinetics, protein binding, pharmacogenomics) on drugs being studied in clinical trials for the CCR/NCI. In order to perform these studies, the CPP utilizes five (5) HPLC-mass spectrometric assays to identify and quantify drugs of interest in biological samples. Each of these five mass spectrometers require a significant volume of pure (>99.0%) nitrogen gas in order to operate successfully that is continuously generated by first compressing room air into two high pressure (>120 psi) with the new Powerex Scroll Enclosed air compressor, before filtering the air through a membrane that purifies the air into 99.9% pure nitrogen using a PEAK Scientific Infinity 5060 nitrogen generator. Due to the constant sample analyses, which is necessary to provide cancer patients participating in NCI clinical trials with necessary dose adjustments based on pharmacology, the equipment needs to operate reliably and consistently on a daily basis. Most importantly, the new air compressor, Powerex SET2257HP, must be delivered and installed correctly to ensure full functionality and full compatibility with the existing PEAK Scientific Infinity 5060 nitrogen generator. LBS Enterprises Inc is licensed by PEAK Scientific for performing air compressor work on their nitrogen generator systems. As such, they are certified by the original equipment manufacturer (OEM) of the nitrogen generator system to perform this work and have access to the most current maintenance and installation guidelines. It is of the utmost importance to acquire the new air compressor system from a regional source which is licensed by PEAK Scientific to ensure complete integration of the new air compressor unit and thus ensure maximum functionality of the existing nitrogen generator system. Thus, LBS Enterprises Inc is the only known vendor that can fulfill this requirement. This notice is not a request for competitive quotations. However, if any interested party, especially a small business, believes it can meet the Government�s needs, it may submit a capability statement, proposal, or quote for the Government to consider. The response and any other information furnished must be in writing and must contain sufficient details to allow NCI to determine if the party can perform the requirement. Responses to this notice shall be submitted via email to Contracting Officer, Rosa Lopez, at rosa.lope@hhs.gov no later than 3:30 P.M. EST on Monday, September 22, 2025. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will be considered for the purpose of determining whether to conduct a competitive procurement. The Government reserves the right to use the information provided by respondents for any purpose deemed necessary and legally appropriate. To receive an award, Contractors must be registered and have valid certification through SAM.GOV.
