- THIS IS A SOURCES SOUGHT NOTICE. THIS IS FOR MARKET RESEARCH PURPOSES ONLY � This notice does not constitute a solicitation announcement or restrict the Government to an ultimate acquisition approach and NO AWARD will occur from this notice. NO SOLICITATION, SPECIFICATIONS, OR DRAWINGS are available for this Notice. This is NOT a Request for Proposal (RFP) or Invitation for Bid (IFB). INTRODUCTION: The U.S. Army Corps of Engineers, Detroit District, is issuing this Sources Sought notice and conducting market research as a means to identify the interest and capabilities of both small and large business entities for the maintenance dredging of Ludington Harbor in Mason County, Michigan and Pentwater Harbor in Oceana County, Michigan. The Contractor is expected to mobilize dredge to both Ludington Harbor and Pentwater Harbor and demobilize when dredging is complete. Ludington Harbor will be dredged using the box method targeting shoaling in Station -29+00 to -9+50 to 33' Depth +1' Over Depth and in Station -9+50 to 7+50 to 29.5' Depth +1' Over Depth. Pentwater Harbor will be dredged using the box method targeting shoaling in Station STA -14 to -6+50 to 16' Depth +1' Over Depth and Station STA -6+50 to 14+50 to 14' Depth +1' Over Depth. BASED ON THE RESPONSES TO THIS SOURCES SOUGHT NOTICE/MARKET RESEARCH, THIS REQUIREMENT MAY BE SET-ASIDE FOR SMALL BUSINESSES (IN FULL OR IN PART) OR PROCURED THROUGH FULL AND OPEN COMPETITION. All Small Business Set-Aside categories will be considered. Telephone inquiries will not be accepted or acknowledged, and no feedback or evaluations will be provided to companies regarding their submissions. PLACE OF PERFORMANCE: The place of performance will be located in Ludington Harbor, Mason County, Michigan and Pentwater Harbor, Oceana County, Michigan. NOT RESPONDING TO THIS NOTICE DOES NOT PRECLUDE PARTICIPATION IN ANY FUTURE REQUEST FOR QUOTE (RFQ) OR INVITATION FOR BID (IFB) OR (REQUEST FOR PROPOSAL) RFP, IF ANY ARE ISSUED. IF A SOLICITATION IS RELEASED, IT WILL BE SYNOPSIZED ON THE GOVERNMENT-WIDE POINT OF ENTRY (GPE) (SAM.GOV). IT IS THE RESPONSIBILITY OF POTENTIAL OFFERORS TO MONITOR THE GPE FOR ADDITIONAL INFORMATION PERTAINING TO THIS REQUIREMENT. The North American Industrial Classification System (NAICS) code is 237990 � Other Heavy and Civil Engineering Construction, which has a small business size standard of $37.0 million in average annual receipts for dredging and surface cleanup activities. The Product Service Code (PSC) is Y1KF � Construction Of Dredging Facilities. Businesses of all sizes are encouraged to respond; however, each respondent must clearly identify the firm�s business size in the attached questionnaire. Small business firms interested in performing this work are strongly urged to respond to this notice. Responses to this Sources Sought Notice will be used by the Government to make appropriate acquisition decisions. SOURCES SOUGHT RESPONSES: If your organization has the potential capacity and capability to perform this type of work, please complete the attached questionnaire and submit via email to Contract Specialist Noah Bruck at noah.r.bruck@usace.army.mil and Contracting Officer Kari Tauriainen at kari.tauriainen@usace.army.mil no later than 2:00 PM Eastern Time on October 7, 2025. All data received in response to this Sources Sought that is marked or designated as corporate or proprietary will be fully protected from any release outside the Government. The work completed for this requirement is expected to be completed in October 2026. This is expected to be solicited in the first or second quarter of FY 26.
