- The U.S. Nuclear Regulatory Commission (NRC) intends to extend the services on Contract 31310025P0011 with Janus Associates, Inc for the project entitled,� the NRC Employee Assistance Program Services.� The acquisition is conducted under the authority of Federal Acquisition Regulation (FAR) 13.106-1(b), �Soliciting from a single source.� The designated North American Industry Classification System (NAICS) Code is 624190 - Other Individual and Family Services, for a contract period of increase of six-months. Background: The NRC�s Employee Assistance Program (EAP) follows a model that offers employees a more comprehensive selection of resources and services. The EAP provides assessment, counseling, short-term problem solving, and consultation services for the U.S. Nuclear Regulatory Commission (NRC) employees who are experiencing personal circumstances that may be affecting the employee�s ability to function or perform well on the job. The program offers assessment, counseling and referral of employees found to have a positive drug testing and assessment. referral, short-term counseling, and follow-up for employees dealing with substance abuse, family and marital problems, stress, depression, and many other personal challenges such as crisis intervention services. The EAP provides comprehensive support to, and consultation with, managers and supervisors in identifying and approaching an employee who may be experiencing personal and/or worksite-based issues and creating a supportive work environment. The EAP contractor also provides management consultations to help leaders navigate through informal communications with employees encountering difficulties, to encourage successful employee performance and correct declining or poor performance. Participation in the EAP is voluntary. EAP services are provided at no cost to employees. Employees may refer themselves to the EAP or they may be referred by someone else, such as a supervisor or manager, co-worker, or healthcare professional. EAP services are confidential within the limits of the law, and all records are protected by law (42 CFR Part 2). The NRC has approximately 2,800 employees: 2,045 are located at the Headquarters (HQ) office in Rockville, Maryland, and the remaining employees are located offsite and across the four (4) regional offices in King of Prussia, PA, (Region I); Atlanta, GA, (Region II); Lisle, IL, (Region III); Arlington, TX, (Region IV); and the Technical Training Center (TTC) in Chattanooga, TN. Requirement: The NRC requires robust EAP services for employees, including assessment, counseling, and referral services for appropriate treatment or rehabilitation for an employee who tests positive for drugs under the NRC Drug-Free Workplace Plan (DFWP), and assessment, counseling, referrals to treatment or short-term problem solving, and consultation services. The reason for this six-month sole source extension is the U.S. NRC has attempted to recompete this requirement without receiving responsive proposals. We need this additional time to review our requirements and perform additional market surveys as it relates to the services required. The period of performance extension of three months combined with the exercise of 52.217-8 is needed on this contract since the recruiting events may take place at anytime during the requested extension period however they need to be paid in advance or risk a missed opportunity due to sell out. This is true for most college-based events that occur in the September/October period and we must pay the registration fees as early as May or June in order to secure a space. This Notice of Intent is NOT a request for proposal nor a solicitation of offers; however, if any interested party believes they can meet the above requirement, it may submit a statement of capabilities. The statement of capabilities must be submitted in writing and must contain material in sufficient detail to allow the government to determine if the party can perform the requirement. Additionally, in order to perform work for the NRC potential sources must be free of organizational conflict of interest (OCOI). A determination not to compete this proposed procurement based on responses to this notice is solely within the discretion of the Government.
