- Medical Readiness Contracting Office - Pacific hereby provides notice of its intent to award a sole-source, firm fixed price delivery order using Federal Supply Schedule contract 36F797-18-D0351 under the authority of FAR 8.405-6(a)(1)(i)(B). As a result, the Government intends to award directly to Diagnostica Stago Inc.in Parsippany, NJ in accordance with FAR 8.405-6(a)(1)(i)(B), This requirement is expected to be delivery order with a base period and three (3) subsequent option periods. This requirement is for coagulation instruments and the associated reagents, consumables and services for use in hemostatic testing to assess the effectiveness of anticoagulant therapy and monitor patients at risk of excessive bleeding. The STA R Max and Compact Max coagulation instruments from Diagnostica Stago, Inc. (DSI) are the only instruments that can connect to and integrate with the government owned Cobas 8100 TLA system manufactured by Roche. DSI is the exclusive provider of their hemostasis product lines in the United States that can integrate between the Cobas 8100 TLA and the STA R Max and Compact Max coagulation systems. Therefore, DSI is the only business available to provide these supplies as an authorized service provider. The attached Limited Source Justification detail the requirements of this anticipated contract action. THIS NOTICE OF INTENT IS NOT A REQUEST FOR QUOTES; no solicitation or RFQ will be forthcoming. Any firm that believes it can provide the stated supplies can provide supporting documents demonstrating their capabilities and certifications. Interested parties may identify their interest and capability to respond to this requirement no later than Wednesday, 17 September 2025 at 11:00 AM Pacific Time. All documents submitted will not be returned. Responses received may be used for future acquisitions. All interested parties shall submit clear and convincing documentation demonstrating their capabilities to satisfy the requirements contained within the attached Statement of Work. The capability documentation should include general information and technical background describing in detail the prospective contractor's capabilities and experience that will demonstrate the ability to support these requirements. Interested parties are encouraged to furnish information by email only with subject line stating - RESPONSE TO INTENT TO SOLE SOURCE FOR PANHCA25P0000006440. Information can be sent to Brittany Chartier at brittany.n.chartier.civ@health.mil. No telephone or facsimile requests will be accepted. This procurement will be prepared in accordance with FAR Part 8, Federal Supply Schedule. Medical Readiness Contracting Office - Pacific will NOT be responsible for any costs incurred by interested parties in responding to this notice of intent. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government.
