- The U.S. Department of the Navy (USN), Naval Sea Systems Command (NAVSEA) Program Executive Office (PEO) Undersea Special Mission Systems Program Office (PMS390) is interested in advancing its submarine search and rescue capabilities and is seeking industry input. NAVSEA is hosting an unclassified Reverse Industry Day event at 9am (EST) on November 20th, 2025, at 1100 New Jersey Ave SE, Washington, DC 20003. This event is designed to facilitate a discussion of ideas, offerings, challenges, and technologies which will support NAVSEA as we investigate existing and future capabilities and technology of interest in relation to the USN next generation submarine rescue system. NAVSEA seeks solutions to replace the current submarine rescue capability within five years of contract award. NAVSEA is interested in solutions that can provide future capability equal to or greater than the current capability, and that can increase the operational availability and transportability while reducing overall Program costs. A solution can be commercially certified by an International Association of Classification Society (IACS) member. NAVSEA is open to all possible contracting, ownership, operation, maintenance, and supportability strategies. During this event, the Government will provide a sixty (60) minute overview of the current USN submarine rescue capability and general expectations for the new system. This will be followed by a thirty (30) minute open forum for questions and an opportunity for thirty (30) minute one-on-one meetings with all interested parties. These one-on-one meetings provide the forum for interested parties to propose solutions, ideas, and capabilities which offers the Government critical industry feedback on how to proceed with the next generation submarine rescue system. Please note that the Government is not seeking generic capability statements at this event; the Government is seeking specific solutions and ideas regarding the future next generation submarine rescue capability. Interested parties are encouraged to include any recommendations regarding contract vehicles and terms, ownership, and services during the one-on-one sessions. Due to limited capacity, attendance is limited to three (3) individuals per company/organization to participate in-person for the event. Please note, no virtual option is available for this event. Foreign nationals are allowed to attend and are required complete a Foreign Visitor Request (FVR). The FVR form is attached to this notice. Interested parties for this event shall register to participate. To register for this event please email: Mr. Matt Hedrick at matthew.c.hedrick.civ@us.navy.mil by Thursday October 2nd, 2025. In this registration email please provide your primary point of contact, company/organization name, address, and phone number along with the names of the individuals who will participate in the event. If a one-on-one meeting is desired, include the request with the registration email. Include all completed FVR forms, if applicable. The Government will subsequently provide briefing time, additional information, and instructions to registered parties. Each attendee must bring photo identification for check-in. No audio/visual recording devices of any kind will be permitted by attendees. The Government may post a sanitized version of all questions and answers resulting from this event to the Procurement Integrated Enterprise Environment (PIEE)/System for Award Management (SAM) websites. This announcement is not a request for proposals and should not be construed as a commitment to issue a solicitation in the future. No awards will be made from this announcement. This announcement is not requesting any materials from interested parties. The Government will not reimburse for any costs associated with providing information in response to this announcement. The Government also will not reimburse any costs related to a party�s participation and attendance of the event.
