The requested information is for planning and market research purposes only and will not be publicly released. Responses to this RFI are not offers and cannot be accepted by the Government to form a binding contract. However, the Government is anticipating the release of a solicitation for the requirements outlined below later this year through the United States Government�s solicitation portal (www.sam.gov). Please submit your responses no later than 1 August 2025. The Naval Facilities Engineering Command (NAVFAC) Europe Africa Central (EURAFCENT) Command is seeking comments on draft requirements, market research, potential sources, and best practice information for the supply of high voltage electricity at US Naval Support Facility, Romanian Military Base, Deveselu, Romania. The estimated annual electricity consumption of the base is approx. 13,500 MWh. The monthly and hourly load profiles are quite stable and will be provided as attachment to the solicitation. NAVFAC EURAFCENT is requesting information on alternative pricing structures for the electricity supply component of the US Naval support Facility Deveselu�s electric utility bill. The base is currently served by the following pricing structure: A firm-fixed offer price including a RON/MWh price determined based on the OpCom Index Publication + Transaction Fee until December 31, 2025. Constructive feedback, suggestions, and solutions are requested. Instructions for Respondents Please respond to the following questions in English or Romanian. Responses should be emailed to the point of contact listed at the end of this document. You may attach additional documents (e.g., brochures, sample contracts, or pricing sheets) that help explain your product offerings Pricing Models and Components INDEX PRICE (DAY-AHEAD MARKET). Do you offer market-indexed (floating) pricing based on the OPCOM Day-Ahead Market (PZU), or other Romanian electricity markets? Specify the exact electricity market index/ticker used/preferred for the ""floating price"" (e.g., Day-Ahead Hourly Price, Day-Ahead Daily Price, Day-Ahead monthly average, etc.). Please confirm if this is based on OPCOM data. Does your company offer an indexed pricing structure where the price is adjusted monthly, based on the published OPCOM index for the upcoming month? If so, please describe the mechanism in detail, including how and when the monthly price is determined. Does your company offer any other types of index-based pricing structures? If so, please describe the mechanics of those options. What are the elements of the markup, or fixed fees (RON/MWh or %), that are normally added to the index-based supply price? (e.g., fixed transaction fee per kWh, balancing costs, profile costs, other). Please explain the basis for these charges. Is the markup or transaction fee dependent on the specific indexed pricing structure used? If so, please explain how the fee is determined and influenced by the chosen structure. Additionally, please provide a typical range (in % or RON/MWh) for the markup associated with each structure your company offers. Are there any additional non regulatory fees applied to your offer that may not be included in the markup/transaction fee? FIXED PRICE (INDEXED TO FORWARD). Do you offer market-indexed (fixed) pricing based on the OPCOM Forward Market, or other Romanian electricity markets, for multi-year contracts with periodic adjustments to the Forward Market index? Specify the exact electricity market index/ticker used/preferred for the ""fixed price"" (e.g., Forward Monthly �ROPEX_FM_20XX�, etc.). Please confirm if this is based on OPCOM data Our current contract is structured as PI + Transaction fee where PI = the following year�s OPCOM forward price (as published in December), and the Transaction fee = a fixed ROM/MWH value. Is your company able and willing to offer this type of structure? FIRM FIXED PRICE. Do you offer large industrial customers a �fixed price� product that is one single price per kWh across every hour of the year, for multiple years? If so, please detail the components that are included or embedded within the fixed price, such as: How is the fixed price calculated? Identify the underlying market factors, risk premiums, and any other relevant components. Is there a markup or transaction fee applied to items outside of the energy supply charge (e.g. a fixed transaction fee per kWh of losses)? Would you be able to offer a single �fixed price� per kWh for all 2, 3, or more years of contractual Period of performance? TOU OR SEASONAL PRICING. Do you offer Time-of-Use (TOU) or seasonal pricing? Do you offer seasonal pricing for summer and winter seasons? What seasonal pricing structures does your company offer? Please describe how and when the prices are set, how they are adjusted over the contract term, and the underlying basis for determining the seasonal prices. OpCom publishes a TOU bands (e.g., peak, off-peak, base) scheme that the US Government is open to adopt as the proposed pricing schedule for its public solicitation. Would your company accept the OpCom TOU if proposed in the solicitation where peak hours are 09-20 and off peak 21-08? If not, please provide your TOU bands (e.g., peak, off-peak, shoulder) schedule offered to clients that would allow you participating What TOU pricing structures does your company offer? Please explain how the prices are set, whether they remain fixed, are periodically adjusted, or are tied to an index, and the basis for determining them. In your experience, under what conditions would a TOU or seasonal pricing structure provide greater value or cost savings compared to a flat or fully indexed price?Do you offer a blended or hybrid pricing structure (e.g., partial fixed rate with partial index exposure)? If so, please explain how this is structured. Contract Terms and Risk Management What contract durations do you typically offer for industrial clients (e.g., 12, 24, 36months or more)? What duration would you recommend and why, and under what pricing model listed above? What key considerations should the U.S. Navy be aware of when your company forecasts bid prices for longer-term contracts (beyond 2 years)? Does it take more time to formulate solicitation bid? How does your company plan to adapt to the current market following the expiry of GEO 27/2022 and 153/2022 Emergency Ordinance pricing cap in July 2025? What specific strategies will you employ? Can your company support multi-year contracts with interim price adjustments (e.g., annual resets based on market changes)? What index do you recommend for price adjustments? What is your preferred cadence for adjustments (every 6 or 12 months)? Are you able to offer a lower base price in exchange for periodic price adjustments? Do you offer a price cap, collar, or hedging mechanism to reduce customer exposure to market volatility? How does your company manage energy price risk? Do you use internal hedging or forward purchasing strategies? How do you account for forecasting uncertainty in multi-year offers? Does the month or season of procurement significantly impact pricing due to market conditions or transaction activity? Do you procure primarily in the forwards market for large industrial customers? To help the U.S. Navy understand your standard terms and conditions, would you be willing to provide a sample contract (redacted as necessary to protect commercially sensitive information)? Considering that the current contract expires on December 31, 2025, how many days prior (30, 60, 90, etc.?) to the start of service should a contract be awarded to provide the best pricing possible for the United States Government, and why? The US Navy has issued Sources Sought documentation in the past. Have you been aware of these when they were published? If so, please share any reasons that prevented your participation. If the Navy were to solicit under one of your identified preferred price structures, will you be inclined to respond why or why not? Sleeved Power Purchase Agreements (PPAs) and Long-Term Price Stability Does or could your company offer any energy supply through a �sleeved� power purchase agreement (PPA) with large industrial customers as the primary off-taker of the energy from a generator? Does the preferred contract term for this arrangement differ from that of a standard commodity contract? What are the main terms and conditions that differentiate this type of contract (PPA) comparing it from a standard commodity contract? How is the pricing determined and how does it compare to other standard commodity offers?
