Offers (Quotes) received in response to this solicitation will be evaluated IAW FAR 52.212-2(a) using the following factor(s) to determine best value: a. The Contractor shall provide the specified TOMManikin Blast - Item #93-0036. See Justification document for specifiied salient characteristics.
