- This is a sole sourcce requirement to R4 Intergration (Cage Code 5XBE4). Small businesses that have the capability to support this effort are encouraged to contact the contractor for opportunities. The Special Operations Forces (SOF) System Program Office (SPO) has a need to provide procurement, installation, integration and operation of forty-four (44) Ku/Ka Beyond Line-of-Sight (BLOS) Communications Suites, to include all hardware and software components, is critical for enhanced command and control, threat mitigation, and efficient mission execution within the HC-130J aircraft community. The acquisition includes one Trial Kit, one Proof Kit, 37 primary systems, and five spare systems to ensure optimal operational readiness and minimize downtime. The HC-130J platform currently lacks organic BLOS communication, hindering access to vital Secret Internet Protocol (SIPR) applications. This deficiency restricts real-time situational awareness and limits the ability to effectively utilize key tools necessary for mission success. Procurement and installation of the Ku/Ka systems will ensure timely updates to mission planning data and enroute mission planning systems; access to critical Situational Awareness tools, including Video Down-link (VDL) streaming; timely, secure, and accurate digital information exchange for Command and Control, enabling real-time situational awareness through applications such as Tactical Chat, Combat Survivor Evader Locator web application, Authority to Operate (ATO)/ Authority to Connect (ACO) production sites, and Joint Range Extension Application Protocol. The Ku/Ka system addresses this critical need by providing consistent, secure data rates to enable the required commercial Non-classified Internet Protocol Router (NIPR)/SIPR capabilities that the HC-130J community currently lacks. This capability is essential for effective mission performance and operational readiness.
