RFQ 36C24226Q0010 FY26 NP Ambulette (Base+4) Questions/Answers Submission 1: Tolls. Can we estimate how many tolls will be charged? Answer: Yes Submission 2: We would like to know if this is a brand-new contract OR if there is (was) an incumbent performing these services. If not brand new, could you please provide the current / previous contract number? Answer: This is not a brand-new requirement. Submission 3: How many calls per day, week, and month? Answer: An average day, Monday - Friday, equals 24 calls. An average week equals 144 calls. An average month equals 576 calls. Note weekends: Standing Dialysis on Saturdays equals 7-9 calls. Saturday and Sunday discharges equal an estimated 3-6 calls per month. How many patients are to be transported per ride? Answer: No more than 2 patients under VA contract. Only VA contracted veterans shall be transported when more than 1 traveler per van. How many riders (family or caregivers) per ride per patient. Answer: Only VA contracted veterans shall be transported when more than 1 traveler per van. How many cars will be required to be assigned daily, weekly, or monthly? Answer: Zero (0) cars. Will it be a flat rate per ride, or per round drop, or mile? Answer: Each trip is one way, with additional mileage after fifty miles . License requirements NYC, Nassau or Suffolk? Answer: All drivers should be required to have a current New York State License per section 10.1(a) of the Performance Work Statement. Any dot requirements? Insurance requirements? Answer: The New York State Department of Health (NYSDOH) has outlined specific requirements for ambulette services to ensure compliance with DOT regulations. How many wheelchairs and stretchers? Answer: Wheelchair transport is 590 per month. There are zero (0) stretcher transports. Stretcher was removed from the Performance Work Statement. See Red-Lined Performance Work Statement. Submission 4: Is there any incumbent/recompete or is this a brand-new project? If yes, could you please provide us with their award number or even if the customer bought similar services in the past. Answer: This is not a brand-new requirement. Submission 5: Does this Solicitation for Services include Stretcher transportation? Both pages 62 and 95 of 113 use the term Stretcher . The term Stretcher transportation does not appear anywhere else in the Solicitation including General Page 12 of 113; 1.2 Background 13 of 113; General Requirements 15 of 113; Vehicle requirements 17-19 of 113 . Answer: There are zero (0) stretcher transports. Stretcher was removed from the Performance Work Statement. See Red-Lined Performance Work Statement. Page 62 of 113 states under Scope Under this agreement and other applicable contracts or agreements, will provide Ambulette/Wheelchair and Stretcher van transportation for eligible Veteran patients services to, for, or on behalf of Northport VAMV Answer: Stretcher was removed from the Performance Work Statement, page 62. See Red-Lined Performance Work Statement. Page 95 of 113, E.9, Evaluation Factor 1, Technical, C. Experience, states under Experience Offeror must demonstrate experience, a measure if the offeror has performed these types of services, providing ambulette/wheelchair and Stretcher van transport services by identifying a minimum of three (3) references Answer: Stretcher was removed from the Performance Work Statement, page 95. See Red-Lined Performance Work Statement. If Non- emergency Stretcher services are meant to be including in the services requested in this Solicitation one of the following would be necessary to properly bid for these services Answer: Stretcher was removed from the Performance Work Statement. Page 15 of 113 under Hours of Operations states Wheelchair Van services are required a twenty-four (24) hours/Seven (7) days a week, including observed Federal holidays. Page 95 of 113, E.9, Evaluation Factor 1 technical, a. Capability States Confirm services shall be available 6:00am 10:00am, 7 days per week, including holidays. Which of these statements correctly represents the requirements of the Solicitation. Answer: 24/7 days per week, including holidays. See Red-Lined Performance Work Statement. Please clarify under General Requirements section 1.7 page 16 of 113 Does the statement, With proper written approval, the NORTHPORT VAMC shall allow the contractor to charge on a per- patient basis when more than one patient is transported. , only apply to the Mileage rate charge. Every other Base or Load plus Milage rate billing method clients including New York State Medicaid always includes all Base or Load fees and then limit the Mileage charge to the longest trip of the group ride. Without the ability to charge for each base or Load Rate the VAMC would actually be asking for a FREE TRIP whenever a group ride occurs. I do not believe that is the intent of the section so please confirm this section only applies to the billing of Mileage in group ride circumstances. Answer: Written approval is not required when transporting two (2) VA contracted Veterans/patients. Does the NORTHPORT VAMC have a timeframe for utilizing the VetRide transportation system. Answer: Upon contract execution. We do not see a number of vehicles requirement anywhere in the VEHICLE REQUIREMENTS section from page 17 of 113 to page 19 of 113. Fleet Size directly correlates to waiting times and response to same day request. Will fleet size (that meets the requirements) be considered when evaluating solicitation responses. Answer: Please refer to E.9 52.212-2 Evaluation Section CERTIFICATION OF INSURANCE COVERAGE. Does this section apply to both Automobile and General insurance level of coverage. Typically, Ambulette companies have Auto insurance coverage, which covers passengers during transport and General insurance which covers after/outside the vehicle. Please confirm that the levels of insurance in this section apply to either Both Automobile and General insurance policies or only to one or the other. Answer: Both Commercial Auto Liability and General Liability insurance.
