- Note: Questions and responses are added as an attachment. ------------------------------------------------------------------------------------ This solicitation document and its incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) FAC 2025-05 dated August 7, 2025. The associated North American Industry Classification System (NAICS) code is 541380 Testing Laboratories and Services, with a Product Service Code H146 Quality Control � Water Purification and Sewage Treatment Equipment with a size standard of $19.0 Million. Only offers from SAM registered small businesses will be considered for this solicitation. Services shall be offered ALL or NONE as per CLINs beginning on page 2 of the attached solicitation 191BWC25R0009 Lab Services TRVMP attached and returned with your proposal via e-mail directly to seone.jones@ibwc.gov. Quotes shall be good for 90 Days. Active UEI (Unique Entity Identifier) must be included with your offer. The US International Boundary and Water Commission (USIBWC) operates a required monitoring program as defined in the National pollutant Discharge Elimination System (NPDES) permit issued to the USIBWC for the South Bay International Wastewater Treatment Plant (SBIWTP) by the San Diego regional office of the California Regional Water Quality Control Board (the Board) as order no R9-2021-0001as amended by order no. R9-2023-0009, NPDES no. CA0108928. The project is located in the Tijuana River and adjacent canyons along the U.S. � Mexico border in San Diego County, California. The USIBWC seeks laboratory services as defined in the Performance Work Statement. Laboratory Services shall include, but are not limited to, analysis for the parameters listed in Schedule of Services/Supplies as required by the USIBWC. The government will award a contract to the lowest price technically acceptable, responsible offeror. (LPTA). The period of performance shall be for one (1) Base Year of 12 months and four (4) 12-month option years. The Period of Performance is to be determined.
