- The Department of Veteran Affairs, Veterans Health Administration (VHA), Network Contracting Office (NCO) 16, intends to negotiate and award a sole-source, firm fixed price, non-personal services contract Maintain existing TMEX Local Distribution Channel (Gigaman) line for the Central Arkansas Veteran Health System Little Rock AR, with AT&T. This procurement is being conducted under Federal Acquisition Regulation (FAR) Parts 12 and 13. The Government intends to negotiate with only one source under the authority of FAR 6.302-1. Central Arkansas Veteran Health System Little Rock, AR has a requirement for a contractor to maintain existing TMEX Local Distribution Channel (Gigaman). Based on market research and previous acquisition history, it has been determined that ATT&T is the only vendor capable of providing the required probes. This notice of intent is not a request for competitive proposals, quotations, or expressions of interest. However, interested parties who disagree with this action may submit a letter of interest that demonstrates your firm s technical expertise, certifications, and authorization to compete for this acquisition to include a rationale for why you should be considered. The Government reserves the right to vet/verify any documentation submitted with the OEM to certify its authenticity. This notice will be distributed solely through this website. Interested parties are responsible for monitoring this site to ensure they have the most up-to-date information about this acquisition. The Product Service Code (PSC) is 7D20, IT and Teleocom - Service. The North American Classification System Code (NAICS) is 517810 All other telecommunications. Interested parties may identify their interest solely via email to Contracting Officer, Joseph Warren, joseph.warren@va.gov no later than Tuesday, September 16, 2025, at 8 AM Central Standard Time (CST). When responding to this announcement, respondents should include the solicitation number above in the email subject line. No telephone inquiries will be accepted nor will phone calls be returned. Only emailed responses will be considered. Information received will be utilized solely for determining whether to conduct a competitive procurement. A determination not to compete this proposed acquisition based upon responses to this notice is at the sole discretion of the Government. Performance Work Statement 2. Performance of Work: Maintain existing TMEX Local Distribution Channel (Gigaman) line, Circuit 61.LUXX.500083..SW, AT&T, utilized by Engineering Service for CAVHS between point A, 2200 Ft Roots Dr, North Little Rock (NLR) and Point B 4300 W 7th Street, Little Rock (LR), AR. AT&T will continue to maintain/repair all-encompassing circuitry in AT&T controls and equipment for the currently installed Gigaman data line. The current service data line must not be disconnected at the time of the new contract (Continuity of Service). The parties agree to maintain open lines of communication between designated staff at both the managerial and technical levels. Communications must be conducted in writing (mail or email, excluding any sensitive VA information) unless otherwise noted. The contractor will provide status information on disruptions or outages reported by the VA per contractor escalation policy within 4 hours, scheduled outages must be reported a minimum of 48 hours prior to the outage. Vendor will provide account information and 24/7 contact updates to include phone # s and email address of responsible department and information for escalation if no response. 3. Background: Frequent formal communications are essential to ensure the successful management and operation of the Engineering Air-Gapped Network Between Fort Roots and JLM VA campuses. This is a Non-OI&T data line; it is strictly utilized for Engineering Service to connect specific Engineering Network (e.g. Fire Alarm, cameras, tube systems, etc.) and is an air gapped standalone existing system. The purpose of this contract is to provide maintenance/repair for the existing Gigaman data circuit used for point-to-point data communications between NLR and Little Rock. This Gigaman line is for CAVHS Engineering department and encompasses numerous critical systems to include Life Safety and physical security for both facilities. 4. Performance period: October 1, 2025 September 30, 2026
