Description
This is a non-personal service contract under which the personnel rendering the services are not subject, either by the contract�s terms or by the manner of its administration, to the supervision and control usually prevailing in relationships between the Government and its employees. The Leadership Course, must be validated through independent research and long-term outcome studies as a transformative experience for military personnel. The course must integrate evidence-based practices and hybrid instructional methods to enhance leadership capabilities and personal resilience. Scope: The leadership course shall plan, coordinate, manage, and execute two concurrent Courses per day (morning and afternoon sessions) over a 10-day period (September 2�12, 2025), including individual one-on-one sessions and spouse participation. The contractor will provide all personnel, instructional content, materials, equipment, virtual platform support, and follow-up required to deliver the course. Basic Services. The Contractor shall provide services for training and assessment focused on equipping military leaders with tools, skills, and resources to address personal and professional challenges. Training shall integrate a wide range of topics, including leadership, resiliency, stress management, communication, conflict resolution, physical activity (must include physical activity in morning session) and psychological health, family relationships, and resource referral processes. Curriculum Delivery The Contractor shall deliver a comprehensive, multifaceted, evidence-based leadership curriculum developed and refined over fifteen years. Training will utilize the �learn, do, teach, lead� model to produce lasting behavioral change. The Contractor shall tailor course content to the needs of each participant group and current operational issues. 5.2.1. Target audience will be primarily Noncommissioned Officers (NCOs), with the ability to adapt to other ranks and leader cohorts. 5.2.2. Instruction will include both in-person and virtual delivery formats. 5.2.3. The Contractor shall incorporate their own subject matter experts (SMEs) to increase awareness of available resources and establish ongoing support networks. 5.2.4. The Contractor shall integrate leader-to-leader discussion sessions to promote mentorship, shared problem-solving, and professional growth. Training Components The Contractor shall ensure the course addresses a broad spectrum of leadership and wellness topics, which include: 5.3.1. Leadership, military values, and self-care. 5.3.2. Resiliency, stress management, and anger management. 5.3.3. Relaxation techniques, mindfulness, yoga, meditation, and guided imagery/hypnosis. 5.3.4. Physical readiness, injury prevention, sports nutrition, and physical training planning. 5.3.5. Couples and family communication, conflict resolution, and parenting skills. 5.3.6. Sexual assault and domestic violence prevention. 5.3.7. Financial management and planning, journaling, and sleep improvement. 5.3.8. Suicide awareness/prevention, psychological fitness, alcohol management, and transitions. 5.3.9. Complementary medicine approaches for physical and mental resilience. RFIs required when submitting response: Have you performed training per the above criteria, if so when and with what organization? Are you confident in your ability to perform this work given the start of Period of Performance September 2�12, 2025 with estimated audience of 100 military personnel and 100 military spouses. Would your company accomplish the majority of the work or would you rely on sub-contractors? What training materials and assessments would you utilize to accomplish the training requirements per the PWS? What is your approach to perform work in this area? Can you advise on how much time you would need to respond to an RFP/RFQ for a project of this type? Provide a sample schedule for the proposed leadership training.
