- COMBINED SYNOPSIS/SOLICITATION This is a combined synopsis/solicitation for commercial items/services prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. Request for Quotations number is 70Z08525Q0029251 and is issued as a request for quotations (RFQ). This announcement constitutes the only solicitation; quotations are being requested, and a written solicitation will not be issued. This Request for Quotations incorporates provisions and clauses in effect through Federal Acquisition Circular 2005-65 dated January 29, 2013. The NAICS Code is 336611. The small business size standard is 1250. This is a totally small business set aside. All responsible sources may submit proposals that will be considered by the agency. The contract will be awarded on a firm-fixed-price basis using simplified acquisition procedures in accordance with FAR Part 13.5. All responses from interested vendors must be received on/before 0800 Pacific Time, Augusth 21st, 2025 and will be reviewed by the Government. REQUIREMENTS 3.1 General. 3.1.1 CIR. The Contractor must submit a CIR for the inspections listed in the following paragraph(s): None. Tech Rep. Not applicable. 3.1.3 Protective measures. The Contractor must furnish and install all protective measures in accordance with SFLC Std Spec 0000, paragraph 3.3.3 (Vessel component, space, and equipment protection). 3.1.4 Interferences. The Contractor shall be aware that interferences in way of work include, but are not limited to the below-listed. Handle all interferences in accordance with SFLC Std Spec 0000, paragraph 3.3.5 (Interferences): System fluid in the pump and associated piping. Piping. Electrical Cables. Coderdam Required 3.1.5 Work coordination. The Contractor shall perform work in conjunction with the following Work Item: Cofferdam Install 3.1.6 Fire Pump Overboard Connection. Provide diver services and plug the fire pump overboard connection. Provide diver services and remove the plug from the overboard connection upon completion of work. 3.1.6.1 The contractor shall install blank connections to isolate the fire pump from the sea as described below and as required by NAVSEA S0400-AD-URM-010/TUM Navy Tag-Out User�s Manual. 3.1.6.2 After installation of the overboard plug, break the fire main on the inboard side of the overboard valve and install a blank flange with gasket on the inboard side of the fire main overboard valve, protecting against flooding through the overboard valve. 3.1.6.3 Remove the blank upon completion of work and prior to removal of the plug in the overboard connection. 3.1.7 Fire pump suction connection. Temporarily close both the port and starboard sea chest suction valves and the fire pump suction from the sea chest. Break the fire pump suction connection on the downstream side of the valve and install a blank flange to allow continued use of the port and starboard sea chests. 3.1.7.1 Upon completion of repairs, temporarily close both the port and starboard sea chest suction valves and the fire pump suction from the sea chest. Remove the blank connection and reassemble the fire pump suction valve flange connections. 3.1.7.2 Fire pump discharge connection. Temporarily install a blank flange and gasket on the fire pump discharge piping flange as soon as the fire pump is disconnected to allow continued operation of the firemain in an emergency. Remove the blank flange and reconnect the fire pump upon completion of repairs. 3.1.7.3 Firemain pump piping connection is shown on the Coast Guard Drawing 750-WMSL-521-026. 3.1.8 Carne and rigging services. The Contractor shall provide crane and rigging services to renew GFP Fire Pump No.2. The Contractor shall provide rigging plan at the arrival conference. 3.1.8.1 If required, the Contractor must provide and install lifting pad eyes for removal and installation of Fire Pumpin accordance with SFLC Std Spec 0740. Remove lifting pad eyes after completion of the work item. 3.1.8.2 Maximum working load for various size pad eye is listed in the Table 2.The following Table 2 lists the maximum working loads for various sized pad eyes.
