High Sensitivity Cooled SWIR Camera BACKGROUND ***THIS IS A COMBINED SOURCES SOUGHT NOTICE AND NOTICE OF INTENT TO SOLE SOURCE*** The National Institute of Standards and Technology (NIST) is seeking information from sources that may be capable of providing a High Sensitivity Cooled SWIR Camera. If no alternate sources are identified, the Government intends to issue a Sole Source Award to Pembroke Instruments, LLC (120 Stanford Heights Avenue, San Francisco, CA 94127) under the authority of FAR 13.106-1(b) only one reasonably found source. The North American Industry Classification System (NAICS) code for this acquisition is 334516. NIST has a need for a High Sensitivity Cooled SWIR Camera that meets or exceeds the following draft minimum specifications: NIST requires a high sensitivity thermoelectrically cooled short wave infrared (SWIR) camera to image two-dimensional atomic layers of quantum materials. The camera will be mounted on an existing optical microscope at NIST and used with high-magnification objective lenses. To image these materials poses challenges with low signal contrast, and therefore the camera must have low dark current obtained by a cooled sensor, and a small package to mount on top of an optical microscope. These quantum materials are used to fabricate mission-critical devices related to NIST�s missions of metrology for quantum information science and electrical standards dissemination. Technical Specifications Sensor The sensor shall have a 1 inch format with 640x512 pixel format using InGaAS material with sensitivity over the 900 nm to 1700 nm range The sensor shall have a 15 um x 15 um pixel size The sensor shall have a Global Shutter readout mode The sensor shall be thermoelectric cooled (TE) to -20 �C or lower with air cooling and without the need for liquid cooling attachments Quantum efficiency shall be greater or equal to 85% from 1000 nm to 1600 nm Electro-optical specifications Dynamic range shall be 62dB or greater in low gain, and 60dB or greater in medium gain, and shall be 50dB or greater in high gain Full well capacity shall be greater than 300,000e in low gain, shall be greater than 120,000e in medium gain, and shall be greater than 15,000e in high gain The noise characteristics shall be less than 190e in low gain, less than 100e in medium gain, and less than 45e in high gain The dark current shall be less than 1500e/pixel/s at -20 �C and shall be less than 10,000e/pixel/s at 0 �C. Camera The camera shall use a USB 3.0 interface The camera shall have up to 100-second or longer exposure capability based on dark current and well capacity The camera shall weigh less than 400 g The lens shall be C-mount The physical dimensions of the camera shall have a width and height of less than or equal to 60 mm, and a length of less than 125 mm NIST conducted market research from February through May of 2025 by attending conferences, speaking with colleagues, performing internet searches, and speaking with vendors to determine what sources could meet NIST�s minimum requirements. The results of that market research revealed that only Pembroke Instruments, LLC appears to be capable of meeting NIST�s requirements. Please offer suggestions for how the requirements could be organized or structured to encourage the participation of small businesses.
