***INTENT TO SOLE SOURCE NOTICE-*** � � Estimated Date of Award: May 30, 2025 Synopsis: � � Utilizing statutory authority available to Contracting Officers under FAR 19.406 and VAAR 819.7009, The Department of Veterans Affairs, Columbia, South Carolina on behalf of the Augusta VA Medical Center in Augusta, Georgia intends to make a direct award to Veterans Healthcare Supply Solutions, Inc. located at 2615 Port Industrial Drive, Suite 405, Jacksonville, FL 32226 for the one (1) time purchase of two (2) items relating to the Medtronic MED RX High Speed drill system and Stealth Station S8 Navigation System. Two (2) each of Part Number MET 3C300- Integrated Power Console and two (2) each of Part Number MER EF201 ACCY EF201 IPC FOOT CONTROL ROHS. A Justification for Other than Full and Open Competition (JOFOC) has been prepared; a redacted copy is included below. The NAICS code utilized for this procurement is 339113 with a Small Business Size Standard of 800 Employees. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE QUOTES. However, Contractors may submit a capability statement, proposal, or quotation which shall be considered by the contracting officer whether to continue with the sole source procurement or to provide for competition. Such responses MUST be received no later than May 22, 2025, at 5 PM EST. All documents submitted will not be returned. All interested parties shall submit clear and convincing documentation demonstrating their capabilities to satisfy the requirement listed to forward responses by e-mail to Joseph Locke, Contracting Officer, joseph.locke@va.gov.� Responses received will be evaluated; however, a determination by the Government not to compete the proposed procurement based upon responses received to this notice is solely within the discretion of the Government. The Department of Veterans Affairs, NCO 7 will NOT be responsible for any costs incurred by interested parties in responding to this notice of intent. Only written responses will be considered. All responses from responsible sources will be fully considered. As a result of analyzing responses to this notice of intent, the Government shall determine if a solicitation will be issued. Any prospective contractor must be registered in the System for Award Management (SAM) to be eligible for award. VHAPG Part 813.106 Simplified Acquisition Procedures: Soliciting from a Single Source Attachment 1: Single Source Justification for SAP under the SAT DEPARTMENT OF VETERANS AFFAIRS Justification for Single Source Awards IAW FAR 13.106-1 For Over Micro-Purchase Threshold but Not Exceeding the SAT ($250K) Acquisition Plan Action ID: 36C247-25-AP-3281 Contracting Activity: Department of Veterans Affairs, VISN 7, Augusta VA Medical Center, 509-25-3-528-0087. Brief Description of Supplies/ Services required and the intended use/Estimated Amount: This requirement is for the one-time purchase of two (2) each of Part Number MET 3C300- Integrated Power Console and two (2) each of Part Number MER EF201 ACCY EF201 IPC FOOT CONTROL ROHS. The estimated value of this requirement is $32,039.28. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used: The Integrated Power Console and Multifunction Foor Pedal must be compatible for use with the StealthStation S8 surgical system and Midas Rex MR8 High Speed Drill system. The controller must be indicated for the incision/cutting, removal, drilling, and sawing of soft and hard tissue and bone in head and neck/ENT (otologic, neurologic, neurotologic, sinus, rhinologic, nasopharyngeal/laryngeal), oral/maxillofacial, and plastic/reconstructive/aesthetic surgical procedures. The foot controller must offer three buttons for maximum control during ENT surgery, have a non-slip design and compact size for use in operating rooms, include a folding loop that locks firmly in place to allow repositioning with the use of one foot and collapses easily for storage. Description of market research conducted and results or statement why it was not conducted: Market Research was conducted utilizing information available online to include FPDS, SAM and google. Market Research efforts determined the (Controller(s); Footpedal(s)) requested are unique to Medtronic in that these are the only items which are compatible with the Medtronic MED RX High Speed drill system and StealthStation S8 Navigation System. 5. Contracting Officer's Certification: Purchase is approved in accordance with FAR13.106-1(b). I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief.
