Description
Background The Nevada National Security Site (NNSS) is a U.S. Department of Energy, National Nuclear Security Administration (NNSA) installation, operated by Mission Support and Test Services, LLC (MSTS or CONTRACTOR), comprising approximately 3,561 square kilometers (1,375 square miles) of federally owned land located in southeastern Nye County, Nevada. Located approximately 105 kilometers (65 miles) northwest of Las Vegas, Nevada, the NNSS is accessed from U.S. Highway 95, which roughly forms the southern boundary of the site. The MSTS also operates the North Las Vegas Facility (NLV); the Remote Sensing Lab at Nellis AFB, North Las Vegas, NV (RSLN); the Remote Sensing Lab at Andrews AFB, Maryland (RSLA); Special Technologies Lab at Santa Barbara, CA (STL); Livermore Operations at Livermore, CA (LO); and Los Alamos Operations at Los Alamos, NM (LAO). Objective MSTS requires the service of an experienced subcontractor to provide all equipment, labor, and personal protective clothing and equipment (PPCE), to remove/ pump out ~20k gallons of stagnant unleaded fuel from the Area 6 Frac Tank, remove it from the NNSS, and recycle it off the NNSS. The retrieval and disposal shall follow all local and federal regulations. Disposal of the fuel is not permitted under this procurement as the unused fuel would be managed as a hazardous waste if sent for disposal. Description of Work Fleet, Fuel, and Equipment have had unleaded fuel stored in a frac tank for 4 years. The objective was to store it there temporarily while we had work done on our bulk fuel tank. However, the repairs to our bulk fuel tank have taken significantly longer than expected. As a result, the unleaded fuel being stored in the frac tank is most likely unusable. MSTS has attempted to find companies to test or clean the fuel and have been unsuccessful; therefore, MSTS has decided the best course of action is to recycle unleaded fuel. Disposal of the fuel is not permitted under this anticipated procurement as the unused fuel would be managed as a hazardous waste if sent for disposal. A one-time performance to have ~20k gallons of stagnant unleaded fuel removed from the Area 6 Frac Tank and removed from the NNSS for recycling. The stagnant unleaded fuel needs to be removed from the frac tank into the Potential Offerors storage vehicle to be transported offsite to their facility for recycling. The Potential Offeror shall work with the MSTS Waste Generator Services Waste Generator Services (WGS) to schedule the Potential Offerors truck(s) and personnel to retrieve the unleaded fuel from the following location: NNSS Area 6, Mercury, NV, 89093. Fleet Operations Tank Farm. The Potential Offeror shall provide personnel, vehicles, hoses, associated removal equipment, and perform all labor required. After removal operations are complete, The Potential Offeror�s personnel will generate applicable hazardous material shipping paperwork for offsite transport to their recycling facility and provide Subcontractor Technical Representative (STR) with applicable copies (i.e., shipping papers, work orders, receipts, etc.) prior to shipment offsite. Capability statement and/or brochure or applicable past performance information that demonstrates that the service can be provided by your company. The sources sought and the information specified herein are strictly for the convenience of MSTS. By submitting a response to this opportunity, Offerors acknowledge and agree that they shall not be entitled to any compensation, damages or remuneration of any kind whatsoever in the event that MSTS fails to follow, or deviates from, these sources sought.
