- ** This is not a solicitation. The solicitation is expected to be published in June 2025. This notice is for market research to determine interested and capable vendors for a Emergency Generator for the Dam at Blue Marsh Lake. USACE welcomes interested vendors to respond with capabilities and size standards** Here is the summarized Statement of Work. The full statement of work will be posted with the solicitation. This is a design/build construction project. STATEMENT OF WORK BLUE MARSH LAKE AND DAM, LEESPORT, PA INSTALL EMERGENCY GENERATOR FOR BERNVILLE PROTECTIVE WORKS PUMP STATION Background: The town of Bernville, Pennsylvania is protected by a levee and pump station that were built in conjunction with the Blue Marsh project. The Bernville Protective Works currently does not have an emergency backup generator in case of utility power failure. If a power failure were to occur during a significant event, the town of Bernville would be subject to consequential flooding. With an emergency backup generator, this flooding could be prevented. Per a site visit report and recommendations from a multi-agency Emergency Tabletop Exercise conducted in 2018, an emergency generator needs to be designed, purchased and installed at the Bernville Pump Station. Scope: The contractor shall execute a Design/Build contract to install an emergency generator at the Bernville, PA Protective Works Pump Station. The contractor shall design, install, and commission an emergency backup diesel generator system for the Bernville Pump Station. Design shall include a generator sized to power the entire facility under worst case conditions which includes six (6) 250 HP storm water pumps starting sequentially along with other facility general and ancillary loads. The generator system shall support 72 hours of continuous operation at 100% load without refueling. Preliminary analysis with the Cummins Power Suite generator sizing software estimates the generator size to be 1500kW. The generator shall be located across the existing parking lot, southeast from the building, closest to the levee in the grass area. A concrete equipment pad will be installed, and the generator will be surrounded by bollards. An electrical underground ductbank will be installed approximately 125 feet long with approximately 50 feet under the existing asphalt from the generator to the pump station. Ductbank shall be concrete encased, schedule 40 PVC, as the entire run will experience traffic/vehicle loads. The Motor Control Center {MCC) shall be replaced since it has reached end of life. The new MCC will also have an Automatic Throw Over {ATO) control system. This is basically an Automatic Transfer Switch System built into the MCC and controlled digitally. There will also be an option in the contract to replace the existing Westinghouse service transformer. Pavement and site work is included in the base work.
