Carter Contract Award and Solicitation Number: FD2060-24-33039 Line Item Number: TBD Contract Award Date: May 2026 Contractor: Lockheed Martin Aerospace Description: Offerors must demonstrate the ability to supply new fabricated parts, wire harnesses, and all other miscellaneous parts required to successfully install C-130H Enhanced Service Life (ESL) CWB modification kits into C-130H aircraft. Offerors must be able to deliver C-130H center wing assemblies as part of an installation kit. Tooling required to manufacture the CWB and related structural components is not available, so prospective offerors must design, manufacture, and/or otherwise acquire the tooling required to produce CWB kits. In addition to the center wing structure, kits must include trailing edges, flap tracks, fuel bladders, wing attach angles, truss mounts, aft nacelles, main landing gear beams, and all hardware, wiring, and plumbing required to install an ESL CWB. Offerors must be able to provide engineering support to aid in the resolution of kit deficiencies and structural damage that may occur during production and installation of the center wing box. Additional engineering support efforts may include, but are not limited to, identifying and correcting obsolete parts and diminishing supplier issues, performing engineering analyses, prototyping, performing reliability and maintainability improvements, and providing engineering data. If not previously qualified as a supplier, offerors will support trial installation and verification installations of the ESL CWB kit on C-130H aircraft. Kit and reference drawings necessary to accomplish the retrofit, new record Time Compliance Technical Orders (TCTOs) and kit lists, and electrical wiring drawings may be required as part of this acquisition. Offerors must be able to develop new, or update existing technical orders, to include new or updated NDI procedures, new or updated corrosion grind out and prevention data, and new or updated inspection and repair procedures for the center wing.
