SOURCES SOUGHT NOTICE Cardiothoracic Physician Assistant (CTPA) Services Clement J. Zablocki VA Medical Center On behalf of the Clement J. Zablocki VA Medical Center (Milwaukee VA) located at 5000 W. National Avenue, Milwaukee, WI, the Great Lakes Acquisition Center (GLAC) is seeking a contractor to provide Cardiothoracic Physician Assistant Services as soon as possible through June 30, 2026, to support the cardiothoracic surgery program at the Milwaukee VA. CTPA services include assisting in the Operating Room (OR) as the first or second surgical assistant to the resident or staff physician, helping open and close all incisions pertinent to CT surgery, harvesting veins, and other duties as directed within the defined scope of practice. Although a pool of CTPAs is preferred, the contractor shall provide a minimum of one CTPA (key personnel) to be credentialed, granted a Scope of Practice, and available for scheduling. The CTPA(s) assigned to perform these services shall have a current and unrestricted license to practice as a Physician Assistant in any State, Territory, or Commonwealth of the United States or the District of Columbia. CTPA(s) who have, or ever had, a license restricted, suspended, revoked, voluntarily revoked, voluntarily surrendered pending action, or denied upon application will not be considered. CTPA(s) shall be Board Certified by the National Commission on Certification of Physicians Assistants (NCPPA) and have a minimum of 1 year experience performing as the first or second surgical assistant to the resident or staff physician within the past two years. The CTPA(s) must also possess a current BLS Certification issued by the American Heart Association (AHA) or organization recognized by AHA. CTPA Services will be provided Tuesdays from 7:30 a.m. to 4:30 p.m., Wednesdays from 8:30 a.m. to 5:30 p.m., and Thursdays from 7:30 a.m. to 1:00 p.m. Every third Wednesday of the month, services will be switched to Monday from 8:30 a.m. to 5:30 p.m. Surgical cases may extend beyond the scheduled time, and in such cases, the CTPA will be required to stay until the surgery is complete. Services are not required on federal holidays, unless an additional federal holiday is declared by the President of the United States at which time the Milwaukee VA will make the determination whether to require contract services. The payment for any leave, including sick leave, vacation time, military leave and educational leave are the responsibility of the contractor. The NAICS for this requirement is 561320 Temporary Help Services, which has a small business size standard of $34 million. All qualified vendors that believe they can provide the required services are encouraged to respond with the following: A brief description of the company background, experience in providing CTPA Services, socioeconomic status, past performance with Government contracts, and vendor s UEI number. Also identify if any potential subcontractor s will be utilized and provide their UEI number. A copy of each potential candidate s CV/resume, active licenses/certifications, number of years of experience as CTPA and as first or second surgical assistant, BLS certification, and their availability/potential start date. A copy of company s current certificate of liability insurance. If company is a small business, indicate if able to comply with Limitations on Subcontracting at FAR 52.219-14 and VAAR 852.219-75 for these services. Vendors that are service-disabled veteran-owned small businesses (SDVOSB) or veteran-owned small businesses (VOSB) shall include proof of verification from SBA VetCert at https://veterans.certify.sba.gov. All-Inclusive estimated hourly rate. This is a Sources Sought notice only. This Sources Sought Notice will be used to obtain information regarding potential vendors that would be interested and capable of providing CTPA Services and to assist the contracting officer in making a set-aside determination. This Sources Sought Notice and any responses are for market research purposes only and shall not be considered an obligation on the part of the government to acquire any services. This Sources Sought Notice is not a solicitation, and no contractual arrangement will be made as a result. Vendors are advised that no entitlement to payment of direct or indirect costs or charges by the government will arise as a result of contractor responses to this notice or the government s use of such information. All interested parties, regardless of socioeconomic status, interested and capable of providing the required CTPA services shall submit a response via email to becky.cincotta@va.gov no later than Friday, May 16, 2025, at 1:00 p.m. central time.
