- Stormwater Management Services Blanket Purchase Agreement (BPA) Request for Quote (RFQ) No. 36C24825Q0693. The purpose of this amendment is to answer questions that were received during the site visit conducted on 05/08/2025. These questions, as well as their answers, can be seen below: Question: Is the Contractor responsible for providing the filters that are to be installed and replaced in the stormwater systems? Answer: Yes, it is the Contractor s responsibility to replace these filters as necessary, to ensure their functionality. Question: Who is responsible for the stormwater drains that are in locations closed off for other contracts? Answer: If the contract where that stormwater drain is located has a construction that affects such stormwater drain, then it is the Contractor that is responsible for such construction or project. However, if the construction or project does not involve the stormwater drain, then the Contractor for the Stormwater Management Services BPA who is responsible for its maintenance. Regardless, all stormwater drains are listed in the inventory, which was attached to the original solicitation. Question: Can services be performed under this BPA on weekends? Answer: In accordance with section 9 of this solicitation s PWS: The cleaning operation of the storm sewer drainage system shall be performed Monday through Friday, between the hours of 7:00 AM and 4:30 PM, Atlantic Standard Time (AST). Weekend work may be permitted by the VACHS with prior authorization. In the event that the Contractor's work hours are causing traffic congestion, the CO/COR and the Contractor shall come to an agreement on alternate work hours, to reduce the impact to the VACHS operations. Question: Should the stormwater drains that are in areas closed off by other Contractors be quoted? Answer: The Contractor shall quote the service for stormwater drains under item number 1 of the price list (Clean Catch basins & Manholes and clean of filtrations system), regardless of its physical location. The Government will then order these services as necessary. Question: Are there different rates for emergencies? Answer: In accordance with section 5.2 of the PWS: In the event that requires the cleanup during an emergency, the contractor shall submit a quote to the CO/COR. Such quote shall be evaluated for price reasonableness. Upon acceptance, the contractor shall proceed to conduct emergency cleanup. Afterwards, the Contracting Officer shall issue a modification via supplemental agreement, to cover the tasks performed under such emergency. Once the modification is awarded, the Contractor shall proceed to invoice the Government for the payment of the completed work. The quote submission deadline remains on May 15, 2025, 3:00 PM Atlantic Standard Time (AST).
