Description
NOTICE OF THE INTENT TO SOLE SOURCE TO IT CONCEPTS, INC. 1600 SPRING HILL RD STE 305, VIENNA, VA 22182 USA, UNITED STATES. NOTICE OF THE INTENT TO SOLE SOURCE SYNOPSIS� Strategic Acquisition Center (SAC), on behalf of the Department of Veterans Affairs (VA), Veterans Health Administration (VHA), Digital Health Office (DHO) intends to award a firm-fixed contract without options to IT Concepts, Inc. to provide medical services in support of digital health activities at negotiate a requirement for Scaled Agile Framework (SAFe®) services. The proposed procurement is for services for which the Government intends to utilize other than full and open competition for this procurement is 41 U.S.C.§ 3304(a)(5) as implemented by the Federal Acquisition Regulation (FAR) Subpart 6.302-5 entitled, Authorized or required by statute . The applicable statute is Public Law 109-461: Veterans Benefits, Health Care, and Information Technology Act of 2006 specifically, the Veterans First Contracting Program outlined in 38 U.S.C.§ 8127(c) and VAAR 819.7008. The North American Industry Classification System code (NAICS) for this requirement is 541611.� All responsible sources that feel they should be considered qualified to provide the above-mentioned products may submit a response to this notice (by the response due date shown above) to Lindsay.Gray3@va.gov. � The information provided shall include detailed (and relevant) documentation to allow the government to perform adequate market research and make a proper determination. A determination by the government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. Scope of Work: This requirement is for a Firm Fixed Price contract using the Scaled Agile Framework (SAFe�) - https://scaledagileframework.com to execute continuous flows of value through Feature delivery to Clinical Informatics and Data Management Office (CIDMO) and its stakeholders. The Scaled Agile Framework is a proven, scalable set of integrated principles, practices, and competencies for achieving highest customer satisfaction most efficiently and effectively using Lean, Agile, and DevOps. The Scaled Agile Framework is an evidence-driven and continuously updated body of knowledge that includes tools, resources, and competency-based structured guidance for a collection of teams of teams working together to continuously and efficiently deliver quality products and services from trigger to value. The Contractor shall support the CIDMO in the provision of Clinical Informatics Services to the numerous customers and sponsors engaged with Office of Healthcare Informatics (OHI). The Contractor shall provide services that spread across numerous activities concurrently, including Basic Services, Specifying Overarching Program Management Activities, Enterprise Standardization Informatics. The Contractor shall support the CIDMO office in the provision of Enterprise Standardization Informatics Services to the numerous customers and sponsors engaged with OHI. The Contractor shall harmonize government suggested improvements/enhancements and elements into their findings and recommendations during gate checks defined in the project management plan and during planned ceremonies in the agile teams. The Contractor shall identify areas for improvement iteratively throughout the period of performance. The Contractor shall demonstrate agility at scale, flexibility, broad support, commitment to customer satisfaction, alignment to solution intent, and proactive qualities. Situational awareness and quality of cooperative prioritization with client senior leaders will be required as will the ability to handle unexpected events properly and to provide solutions. To enable timely and transparent VHA lean-agile decision making, standard support processes shall be developed, implemented, and evaluated. THIS IS NOT A REQUEST FOR PROPOSALS.
