Description

Description: The Utah Army National Guard, in accordance with Federal Acquisition Regulation (FAR) part 13 � Simplified Acquisition Procedures, and FAR part 6 � Competition Requirements, intend to award a firm-fixed price contract on a sole source basis to Brigham Young University (BYU) for out of home marketing/advertising. FAR 6.302-1(a) is being used to solicit this requirement as a sole source requirement. The NAICS used for this procurement will be 541613, Marketing Consulting Services and the SBA small business size standard is $19million. Technical Specifications: This sports marketing is specifically approved through the National Guard Bureau and this sole source specifically covers sports marketing media with BYU as follows: Sport: All sports. Interested Parties: Interested parties may identify their interest and capability by responding to this requirement to the UTARNG USPFO for Utah Purchasing and Contracting no later than 7am (Mountain), 9 June 2025. Supporting information must be furnished to demonstrate the firm�s ability to provide equivalent service to the outlined sports venue marketing with BYU mentioned above. Response must include capabilities and must be sent to the contracting officer, Otha Henderson, at otha.b.henderson.civ@army.mil . No telephone of facsimile requests will be accepted and must be received with adequate time to research and respond prior to the closing of this notice. Responses received will be evaluated to determine if this requirement should be opened for full competition; however, a determination by the government to not compete this procurement based upon responses to this notice is solely within the discretion of the government. If no responses are received, the USPFO for Utah Purchasing and Contracting division will proceed with the sole source award. Responses received after the stated deadline will not be considered. Set-aside / FAR Regulation: Any award resulting from this or subsequent notices will be made using an unrestricted set-aside. A fully signed and approved DD form 2579 is on file, and a sole source justification and authorization is attached to this notice. SAM Registration: All firms or individuals responding must mee all standards required to conduct business with the government, including registration with SAM and WAWF and be in good standing with the government. In addition to providing capabilities, each response must include the vendor�s CAGE code and Unique Entity ID number, federal tax number, and must include the appropriate point of contact information. In accordance with FAR 52.204-7 and DFARS 252.204-7007 alt A, prospective vendors must be registered in SAM prior to any award.
