- THIS IS A SOURCES SOUGHT NOTICE ONLY. This is not a solicitation or request for proposals, no contract will be awarded from this notice. Draft work item package is not available. This sources sought notice is intended for firms interested in on-ramping under the existing East Coast General Ship Repair (GSR) IDIQ. The Military Sealift Command (MSC) requires a broad range of ship repair for MSC vessels to be conducted at Government facilities located on the East Coast Continental United States (CONUS). The primary location will be Norfolk, Virginia (VA), however work may be required throughout this area of operation including, but not limited to Naval Weapons Station, Earle in Leonardo, NJ; and Government facilities in the vicinity of Charleston, SC; Mayport, FL; Pensacola, FL; and Key West, FL. Ship repair may require, but is not limited to, the following marine related trade experience, capabilities, and facilities being provided to accommodate: pipefitting, welding, machinists (field and shop), electricians, electronic technicians, steel workers (boiler makers / fitters / burners), firewatchers, riggers, crane operators, staging/scaffolding specialists, habitability outfitters (carpenters, joiners, panelers, decking/flooring specialists), painters, laggers/insulators, general laborer/cleaners, tank/bilge cleaners, marine chemist specialist, boiler mechanics, diesel mechanics, heating/ventilation/air conditioning (HVAC) mechanics, hydraulic system specialists, and related supervisory and quality control/assurance managers. It is requested that interested firms submit to the contracting office a brief capabilities package demonstrating your firm�s ability to perform the work and experience in performing similar work. This document shall address, at a minimum the following: (1) Company Profile to include number of employees, office location(s), UEI number, CAGE Code and a statement regarding small business designation and status; (2) Description and location of the facility where the work will be performed; (3) This procurement will be solicited under NAICS Code 336611, Ship Building and Repair, which has a size standard of 1,300 employees. The decision to set aside this procurement as 100% Total small business set-aside was made resulting from Market Research. Previous procurements for this supply have shown that there is an expectation to receive quotes from two or more small businesses. (4) Partnership, teaming, joint ventures, or mentor-prot�g� agreements. Please provide your response to this sources sought notice by 10:00 AM EST on 20 May 2025 to Maria Morris at maria.a.morris8.civ@us.navy.mil and Molly George at molly.l.dickson.civ@us.navy.mil. Submission of a capabilities statement is not a prerequisite to any potential future offerings, but participation will assist the Government as to the extent of shipyards available for this procurement.
