RESPONSES IN ANY FORM ARE NOT OFFERS AND THE GOVERNMENT IS UNDER NO OBLIGATION TO AWARD A CONTRACT AS A RESULT OF THIS ANNOUNCEMENT. NO FUNDS ARE AVAILABLE TO PAY FOR PREPARATION OF RESPONSES TO THIS ANNOUNCEMENT. ANY INFORMATION SUBMITTED BY RESPONDENTS TO THIS TECHNICAL DESCRIPTION IS STRICTLY VOLUNTARY. INTRODUCTION: This is a Sources Sought Notice to determine the availability and technical capability of small and large businesses to meet the Government�s requirement for a new installation of Intrusion Detection System (IDS) and Access Control System (ACS) in Building 1077, located at Arnold Engineering Development Complex (AEDC), Tennessee (TN). The IDS and ACS shall reference Attachment 1 � SOW Bldg 1077 7V IDS and Access Control. The Government seeks to identify contractors capable of providing all labor, materials, and equipment necessary to design, install, test, and deliver the required IDS and ACS. The IDS will be Honeywell Vindicator certified to install and integrate a Honeywell Vindicator IDS and ACS. The scope includes installation of five (5) IDS access panels (Site Commander), ACS installation on eleven (11) doors, IDS Balance Magnet Switches (BMS) on various doors, motion sensor installation, system integration with existing security infrastructure, and comprehensive testing and warranty services referenced in Attachment 1 � SOW Bldg 1077 7V IDS and Access Control. Delivery and installation is required to Arnold Air Force Base (AFB) located in TN with an estimated period of performance of 12 months. All work must comply with ICD-705, DAFI 16-1404-V3, and AFI 31-101 standards. The contractor must be certified on Honeywell Vindicator integrator/installer technology and possess current Underwriters Laboratories (UL) Standards for National Industrial Security Systems for the Protection of Classified Material, UL 2050 certification. Due to the sensitive nature of this requirement, all contractor personnel must be U.S. Citizens and possess a minimum of a National Agency Check with Inquires (NACI) clearance. Interested contractors are requested to submit capability statements demonstrating their qualifications to perform this work. Responses should include proof of required certifications, similar installation experience, technical approach summary, past performance references, and security clearance capabilities. The result of this market research will contribute to determining the method of procurement if a requirement materializes. Based on the responses to this Sources Sought Notice/Market Research efforts, the requirement may result in a sole source acquisition, it may be set-aside for small businesses (in full or in art), or may be procured through full and open competition. SAM.gov Unique Entity ID (UEI). Provide any feedback regarding Attachment 1 � SOW Bldg 1077 7V IDS and Access Control. Contract vehicles that would be available to the Government for the procurement of the product, to include ENCORE II, General Service Administration (GSA), GSA MOBIS, NIH, NASA SEWP, Federal Supply Schedules (FSS), or any other Government Agency contract vehicle.
