Sources Sought Local Telecommunication Services THIS IS A SOURCES SOUGHT ANNOUNCEMENT ONLY This notice DOES NOT constitute a Request for Proposal (RFP), Request for Quotation (RFQ), Invitation for Bid (IFB) or solicitation nor does it represent any commitment by the government. Since this is a sources sought announcement, no evaluation letters and/or results will be issued to the respondents. No reimbursement will be made for any costs associated with providing information in response to this announcement. No telephone calls will be accepted requesting a bid package or solicitation. A solicitation does not presently exist. All responses shall comply with the criteria established in this document to be considered for review. Purpose: 21 CONS is conducting market research to determine interest and capability of potential sources. This notice does not constitute a commitment by the Government. All information submitted in response to this announcement is voluntary, and the Government will not pay for information requested nor will it compensate any respondent for any cost incurred in developing information provided to the Government. Description of Requirement: The Contractor shall provide all transmission facilities, equipment, materials, maintenance, test equipment, and design layout needed to perform and provide local access and transport services and functions at the designated demarcation point. These services shall include any equipment, wiring or infrastructure to ensure the Contractor�s proposed solution is compatible with the Government�s current infrastructure. The Contractor is responsible for troubleshooting and maintaining the operation of the circuit up to its termination point. Access to the local exchange shall include: operator assistance, directory assistance (DA), and emergency 911/E911 services and functions. These services shall not include residential/business services for non-Government entities or Government Contractors. Long distance services will also be included for each Site off this Local Telephone Services (LTS) contract. The Contractor shall follow all Federal Communications Commission (FCC), Public Utility Commission (PUC), Department of Defense (DOD), Air Force (AF) and industry standards for this requirement. Current Contract and Incumbent: FA251724P0049 � Lumen Technologies LLC FA251725P0004 � Lumen Technologies LLC FA251725P0008 � Lumen Technologies LLC *The current contracts are separated by base, however, the follow on requirement will encompass the entirety of Space Base Delta 1 (SBD1) which consists of Peterson Space Force Base (PSFB), Cheyenne Mountain Space Force Station (CMSFS), and Shriever Space Force Base (SSFB). *The appendices that are referenced in the PWS will not be posted as they are just additional detail related to the final PWS. Anticipated Solicitation Date: Q4 of Fiscal Year 2025 Please see the attached Performance Work Statement (PWS) and provide the following in your response: Name, address, CAGE code, and POC for your company. Specify your business type, does your company fall under any small business concerns under NAICS 517111? List all that apply. (small disadvantage business, 8(a) certified small disadvantaged business, HUBZone small business, women-owned small business, veteran-owned small business, service-disabled veteran-owned small business) Do you agree with the NAICS Code classification of 517111, Wired Telecommunications Carriers? Or would you suggest another more suitable to the requirement? Would your organization propose on this contract as a prime contractor, prime contractor with subcontractor or another joint venture? Historically this has been a sole source to Lumen Technologies, are you able to provide the services in accordance with PWS Section 2.1, Local Telecommunication Services with the current infrastructure, or would you have to lay your own infrastructure in order to do so? Do you find any of the PWS requirement impossible to perform or requiring further clarification? All responses shall be received by Tuesday, March 25th @ 10:00 AM Mountain Time.
