- This intent to sole source announcement is posted in accordance with FAR 5.2 - Synopses of Proposed Contract Actions. Background The purpose of this requirement is to repair the Dual Use Vehicle (DUV) -06 of all body work, paint and wheelchair life fabrication at the Martinsburg VA Medical Center. The procurement shall include all labor and material for this repair. Objective The Contractor shall provide the resources necessary to accomplish the tasks as described in the Statement of Work (SOW) (See attached copy of SOW). Unique Qualifications Per market research, Transtek Inc., is the only organization that is able to both: Complete the requirement within the 40 mile requirement; Complete the requirement within the 30 day time limit; Possess the specialized equipment to fulfill the requirement, to include: an aluminum bending break a paint booth large enough to accommodate the 36 long, 13.5 wide Dual Use Vehicle an operator for the fabrication of the wheelchair life door/compartment doors At this time, Transtek Inc., is the only organization to meet these requirements, as a small disadvantaged business vendor. Award information Solicitation No. 36C24525Q0479 will be presented to the contractor in accordance with the sole source authority at FAR 6.302-1 as a firm fixed-price contract. The Government anticipates the solicitation response and Independent Cost Estimate to be comparable with similar DUV repair contracts, Contract No. 36C24525P0169 and Contract No. 36C24525P0167 to justify fair and reasonable pricing. The period of performance shall be for one 30 day period. The anticipated Period of Performance reads as follows: Base Period (Est. SOURCES SOUGHT DESCRIPTION This is NOT a solicitation announcement. This is a sources sought/RFI only. The purpose of this sources sought/RFI is to gain knowledge of potential qualified sources and their size classification. Responses to this sources sought will be used by the Government to make appropriate acquisition decisions. After review of the responses to this sources sought, a solicitation announcement may be published. Responses to this sources sought synopsis are not considered adequate responses for a solicitation announcement. The Department of Veterans Affairs (VA), VISN 05 Network Contracting Office, is seeking sources that can complete requirements for Dual Use Vehicles (DUV)-6 Paint and Body Repairs, and that at a minimum meets the requirements listed under the description section below. The information identified above is intended to be descriptive, not restrictive and to indicate the quality of the supplies/services that will be satisfactory. It is the responsibility of the interested source to demonstrate to the government that the interested parties can provide the supplies/services that fulfill the required specifications. If you are interested and are capable of providing the sought out supplies/services, please provide the requested information as well as the information indicated below. Response to this notice should include: Company name, address of company, point of contact Any small business designation as certified by the Small Business Administration, size of business pursuant to the following question. A through description of your facility and ability to accommodate Veteran Patients and Caregivers to support this acquisition. (1) Please indicate the size status and representations of your business, such as but not limited to: Service Disabled Veteran Owned Small Business (SDVOSB), Veteran Owned Small Business (VOSB), Hubzone, Woman Owned Small Business (WOSB), Large Business, etc.)? Service-Disabled Veteran Owned Small Business (SDVOSB) receive preference. (2) Is your company considered small under the NAICS code identified under this RFI? (3) Your FSS GSA and/or NAC contract number and ultimate completion date. (4) General pricing of your products/solution is encouraged. Pricing will be used for the purpose of market research only. It will not be used to evaluate for any type of award. (5) Please submit your capabilities in regard to the salient characteristics being provided and any information pertaining to equal to items to establish capabilities for planning purposes. Please provide provide feedback or suggestions if you believe any apply. If none, please reply as N/A. (6) Please provide your SAM UEI number. Description BACKGROUND: Veterans Health Administration has acquired a fleet of DUV s (Dual Use Vehicles) to be used in various adaptive sports clinics such as the Creative Arts Festival, Wheelchair Games, Golden Age Games, Winter and Summer Sports Clinics, and the Disabled Golf Clinic. These assets have been turned over from different facilities rather than purchasing as new units as this would be more advantageous to government spending. SCOPE OF WORK: VHA OEM (Office of Emergency Management) has a DUV (Dual Use Vehicle) that is currently heavily corroded with various locations of rust and body damage. The DUV will be used for various Adaptive Sports Clinics and is currently unable to be wrapped with graphic images for such clinics until these services are performed.
