- PRE-SOLICITATION NOTICE: The National Park Service, Contracting Operations Central, Ohio Major Acquisition Buying Office, intends to issue an Invitation for Bids (IFB) for the West Beach Picnic Shelter Replacement project for Indiana Dunes National Park in Porter County, IN. Work will consist of providing all labor, materials, tools and other equipment necessary to replace eight existing picnic shelter structures and one pergola structure for a total of nine structures. In addition to the structures, work will also include the replacement of boardwalks, concrete slabs, sidewalks, concrete pads, and furnishings (picnic tables, trash containers, grills, and hot and coal bins). SOLICITATION NUMBER: 140P6425B0001. ESTIMATED PROJECT MAGNITUDE: Between $500,000 and $1,0000,000. TYPE OF CONTRACT: This will be a firm-fixed price contract expected to be awarded to a prime contractor in or around June 2025 with on-site performance to begin after Labor Day 2025 in coordination with the Park. Period of performance will be specified in the solicitation (IFB). Construction Wage Rate Requirements for Porter County, IN will apply. North American Industry Classification System (NAICS) CODE CLASSIFICATION and SET ASIDE: The NAICS Code is 237990, and the SBA small business size standard is $45.0 million. A Total Small Business Set-Aside is anticipated. SITE VISIT: A site visit date, time, and meeting location will be announced in the solicitation (IFB). Offerors are highly encouraged to attend the scheduled site visit to inspect the site and to ensure they fully understand the requirement and conditions that may affect the cost of the project, specifications, and performance. PUBLICIZING: The solicitation (IFB) and its attachments are anticipated to be issued and available in or around May 2025 and will be posted to the SAM.gov website. The contracting office will not provide hard copies or email copies of the solicitation (IFB). REGISTRATIONS: To be considered for award of a contract an offeror must be actively registered in the System for Award Management (SAM) and have completed their Online Representations and Certifications by the time of the solicitation (IFB) close date.
