Description
This notice is being published in accordance with Federal Acquisition Regulation (FAR) Subpart 5.101 requiring the dissemination of information on proposed contract actions. This is a notice of intent to award a sole-source contract. The statutory authority for this sole-source procurement is FAR 6.302-1, �Only one responsible source and no other supplies or services will satisfy agency requirements.� The General Services Administration (GSA) intends to award a firm fixed price (FFP) sole-source contract to N.K. Bhandari, Architecture & Engineering, P.C., 1020 7th North Street Suite 130, Liverpool, NY 13088-6192, WUDXF35LUMN6 for A/E Services for the revision to Issued for Construction (IFC) Drawings and Post Construction Award Services (PCAS) for B10 Vivarium Air Control Valves in Building 64, 10903 New Hampshire Avenue, Silver Spring, MD 20903. The North American Industry Classification System (NAICS) code for this requirement is 541330, Engineering Services and a size standard of $25.5 million. The Product Service Code (PSC) for this requirement is C1AA, Architect and Engineering - Construction: Office Buildings. The object of this sole source award is to have the Architect/Engineer provide revisions to the IFC drawings and support the forthcoming procurement and resulting construction contract for the B10 Vivarium Air Control Valves in Building 64 project. The services shall include responding to request for information (RFIs), performing periodic construction inspections, and providing as-built drawing and documentation. NKB was chosen because they are the original designer of record (DOR), creator of the design plans, design narrative, and would have the most insight regarding RFIs, questions, concerns, recommendations or substitutions from the General Contractor. A/E Objectives: The A/E shall support the GSA Project Manager by providing recommendations to ensure the project goals and objectives in the DBB Contractor�s SOW are met. The A/E will not be tasked with making any final decisions or reviews/approvals on behalf of the federal government. Decisions during construction will be based on meeting or exceeding the following project objectives. To be considered successful, the work must achieve the following objectives: Complete IFC revision and provide PCAS services on-time. Handle all documents per the security requirements. Add a complete electrical control wiring drawing for the supply and exhaust line. Respond to RFIs. Perform periodic construction inspections. Participate in the commissioning process, working with the commissioning agent and installation contractor. Provide design for modifications/ change orders as approved by the Government due to resolutions to RFIs beyond the original scope of work. Participate in biweekly project meetings. Participate in the construction kickoff meeting. Observe testing to ensure conformance with the design. Provide as-built drawings, which will be provided from the installation red-line drawings provided to the Government by the installation contractor. This notice is not a request for competitive proposals nor a solicitation of offers. All interested and responsible sources may submit a capability statement if they believe they can meet the above requirement, which shall be considered by the agency. Capability statements must be received by the response date and time of this notice. Written responses must include sufficient information to establish capability to fulfill the requirement. Submissions will be reviewed to determine if they can meet the requirement. A determination by the Government to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. No formal solicitation package is available. The Government will not be responsible for any costs of preparation in response to this announcement.
