This is a sources sought announcement to be used for preliminary market research purposes only. No quotations are being requested or accepted with this synopsis. THIS IS NOT A SOLICITATION FOR QUOTATIONS AND NO CONTRACT SHALL BE AWARDED FROM THIS SYNOPSIS. No reimbursement will be made by the Government for any costs associated with providing information in response to this synopsis or any follow up information requests. The purpose of this sources sought is to gain knowledge of interest, capabilities and qualifications of all vendors, public and private institutions, members of 8(a), HUBZone, Service-Disabled Veteran-Owned Small Business (SDVOSB), Women Owned Small Business (WOSB), Economically Disadvantaged Women Owned Small Business (EDWOSB), and Indian Small Business Economic Enterprises (ISBEE) to compete and perform a Firm Fixed Price Purchase Order. In accordance with FAR 52.204-7, System for Award Management, prospective contractors must be registered in System for Award Management (SAM) and in VetBiz database if applicable (VetBiz registration is required for Service Disabled Veteran Owned Small Businesses or Veteran Owned Small Businesses). Contractors may obtain SAM information at https://sam.gov/content/home. To be eligible for award, contractors must be registered in the System for Award Management database. Registration is free and potential offerors are encouraged to visit the SAM website as no contract can be awarded to any offeror not registered in SAM.gov. Scope of work: Performance Work Statement Digital Fire Extinguisher Training System Safety Department at Manchester VA Medical Center INTRODUCTION: VAMC Manchester is seeking a digital fire extinguisher training system to be used to ensure compliance with the fire extinguisher training requirements outlined in 29 CFR 1910.157, 29 CFR 1926.150, and NFPA 10. The digital fire extinguisher training system must include the hands-on operation of a fire extinguisher in simulated fire events. The system must: Be portable. Be able to be set up easily and quickly by one person. Be able to be used in a variety of work settings, inside or outside Medical Center buildings. Be clean. Not include the use of hazardous materials or compressed gases, generate waste, or involve real flames (that generate toxic smoke and heat). Include the effective operation of a fire extinguisher that looks, feels, and operates like a real extinguisher, but does not involve water or fire extinguishing agents being dispensed. Provide realistic scenarios that mimic actual fire situations, including different types of fire (e.g. electrical, grease, paper) and environments (offices, kitchens, break rooms, patient care areas, mechanical rooms, construction sites, outdoors, etc.). Allow users to interact with the simulation in a meaningful way when they activate the fire extinguisher, varying the flames in response, and putting the fire out only when the extinguisher is used correctly. Offer multiple levels of difficulty, to expand staff knowledge based on their experience and work requirements. BACKGROUND: Fire extinguisher training that involves the hands-on use of a fire extinguishers in response to real life fire situations is necessary to ensure that Medical Center staff can use a fire extinguisher. Proper training ensures that employees can act swiftly and effectively in the event of a fire, allowing people to evacuate, potentially saving lives and minimizing property damage. SCOPE OF WORK: The scope of work for the contractor includes the following: 3.1 Operation and Maintenance: None 3.2 Training: Manufacturers instruction manual and online training videos 3.3 Technical Support: The contractor shall provide technical support to the end-users, including assistance with troubleshooting, diagnosing issues, and recommending appropriate solutions. This support may be provided remotely or on-site, depending on the nature of the problem. PERFORMANCE STANDARDS: The contractor shall meet the following performance standards: Availability: Product support should be available for end-users during normal operational hours. Reliability: Product should demonstrate a high level of reliability. The contractor should promptly address equipment malfunctions/failures that arise and implement appropriate corrective actions. Responsiveness: The contractor should respond to end-user inquiries and support requests within 24 hours. DELIVERABLES: The contractor shall provide the following deliverables: Training Materials: Manufacturers instruction manual Equipment: (1) Digital Fire Extinguisher Training system that provides the ability to train on 3 classes of fire (A,B,C) and has multiple (10) levels of difficulty, (1) Transport case for fire extinguisher training system, (1) 5 kg/10lb Dry Chemical Laser Fire Extinguisher, (1) Industrial grade carrying case for laser fire extinguisher. CONTRACT ADMINISTRATION: The Contracting Officer (CO): shall oversee the administration of this contract. Any disputes or issues arising during the performance of this contract should be promptly addressed and resolved through appropriate channels. The Contracting officer is the only person that can change the contract. The Contracting Officer's Representative (COR): will be responsible for the overall technical administration of this contract as outlined in the Contracting Officer's Representative (COR) Delegation of Authority, including monitoring of the Contractor's performance. SECURITY REQUIREMENTS: None APPLICABLE DOCUMENTS: EQIUPMENT PERFORMANCE REQUIREMENTS: The Contractor shall provide: 10.1 Digital Laser-Driven Fire Extinguisher Training System that provides the ability to train on 3 classes of fire (A,B,C) and has multiple levels of difficulty. Includes: (1) Fire Simulation Panel/Screen, (1) Remote Controller, (1) User Manual and Power Supply/Cables 10.2 Industrial Transport Caser for Fire Simulation Training System 5 kg/10 lb Dry Chemical Digital Laser Extinguisher Industrial Grade Fire Extinguisher Carrying Case GENERAL FEATURES: 10.1 Extinguishers Laser fire extinguisher that interact with sensors embedded in a fire simulator panel. 10.2 Extinguisher Sensing Control System/Fire Simulator Panel Varies flames automatically based on digital fire extinguisher input Has settings for different types of fires, including combustible materials, flammable liquids, flammable gas and electrical fire s Offers multiple difficulty level settings Allows for the development of custom training scenarios Scores/Tests user response Fire Simulator Panel/Screen Dimensions: Base Unit Weight: 10.3 CONTROLS Wireless remote Speaker should simulate extinguisher discharge Rechargeable NiMH 7.2 V 10.4 EXTINGUISHER CHARGER- Included JUSTIFICATION OF NEED: The justification for a Digital Fire Extinguisher Training System is for the promotion of safety, training, readiness and overall well-being of staff and patient safety. These types of technologies have proven their effectiveness in various ways. Sensors: System can sense the location of the trainee, as well as whether the trainee has properly aimed the extinguisher and is properly sweeping the nozzle of the extinguisher. Responsive Technology: Depending on the class of fire and level of difficulty selected by the instructor, the flames will grow, diminish and respond as the trainee attempts to extinguish the simulated fire. Extinguisher Options: Trainees can fight the digital fire using a laseror bluetooth driven fire extinguisher. Immediate Feedback: To successfully extinguish the fire and pass the training, the trainee must operate the fire extinguisher correctly with the flames diminishing and ultimately going out. Train Anywhere: Because only a laser is emitted from the training extinguisher, extinguisher training can now be conducted virtually anywhere indoors or out; in locations where fires may actually occur. SERVICEABILITY: Access: Due to the light weight, the entire unit can be lifted to rest on its back or leaned on its side allowing complete access to any part of the total unit. Electronics need to be convenient for access, inspection, repair, or replacement. CONCLUSION: Digital Fire Extinguisher Training System is a cutting-edge training solution that offers numerous benefits.
