- STATEMENT OF WORK FOR GENERATOR LOAD BANKING AT CW BILL YOUNG VA MEDICAL CENTER 10000 BAY PINES BLVD., BAY PINES, FL 33744 OVERVIEW The contractor shall provide all the necessary labor, equipment, cables, transportation and supervision for an annual load banking of eight (8) generator units at CW Bill Young VA Medical Center. This is for a four hour load bank. Base and 4 option years. Base year 06/29/2025 06/28/2026 Option year 1 06/29/2026 06/28/2027 Option year 2 06/29/2027 06/28/2028 Option year 3 06/29/2028 06/28/2029 Option year 4 06/29/2029 06/28/2030 GENERATORS The generators in this scope of work are: Bldg. 1, Marathon 600 kW, 750 kVA, 277/480v Bldg. 19, Magnetek 100 kW, 120 kVA, 120/208v Bldg. 24, Allis-Chalmers 100 kW, 113 kVA, 120/208 Bldg. 37, Caterpillar 300 kW, 375 kVA, 120/208v Bldg. 46, Onan 350 kW, 437 kVA, 277/480v Bldg. 101, Caterpillar 210 kW, 263 kVA, 277/480v Bldg. 102, Caterpillar 350 kW, 400 kVA, 277/480v Bldg. 106, Generac 600 kW, 750 kVA, 277/480v GENERAL REQUIREMENTS The load banking shall meet the Joint Commission s requirements and are as follows: 30% of nameplate rating for 2 hours, followed by 50% of nameplate rating for 1 hour, followed by 75% of nameplate ratings for 1 hour, plus warm up and cool down time for a total continuous run of 4 hours. A written record shall be kept of each generator run. At 15 minute intervals, the following readings will be recorded: Lube Oil Pressure Water Temperature Exhaust Temperature Amperes Volts Frequency Prior to starting the generators, the contractor shall perform a pre-run inspection to include checking the oil level, coolant level and a visual inspection of the motor/generator. The contractor will be required to furnish and make the necessary cable connections from the generator to the load bank. This may require parallel runs of cabling. In some locations, this may require barricades, safety cones or both. A site visit will be required to determine parking, pathways and proper connections to the generator units. Hours of work will be Monday through Friday, 6:00 AM - 4:00 PM. Government Holidays will not be worked. The target month for this work will be June. The work performed shall not interrupt any power to the buildings in this Scope of Work. QUALIFICATIONS OF CONTRACTORS The contractor shall have technical training and track records of proven experience with generator operations and load banking for a minimum of five (5) continuous years. The contractor shall have safety training either on-the-job or class-room type in electrical safety outlined in the OSHA Standard 29 Code of Federal Regulations (CFR) 1910 Subpart S Electrical and NFPA 70E Standard of Electrical Safety in the Workplace. Training certifications shall be submitted to the VA Contracting Officer prior to work. If no training certificates are available, the contractor s employer shall certify that the service technician has met this requirement and submit it to the VA Contracting Officer. The contractor shall contact the Supervisor of the Electric Shop, Greg Thomas, at (727) 410-4808 to schedule the load banking a minimum of two weeks in advance. SUMMARY OF WORK Provide a complete written report of the load banking for each generator. Information in the report shall have the following data: Company s name, address, telephone number and fax number Name and signature of contractors who performed the load bank. VA purchase order number or Contract Number. Date and time of work. Generator building number. Generator model, Engine model, Nameplate rating The fifteen minute interval log that was that was recorded during the load bank. Description of generator condition and any deficiencies, if any.
