Description
Description of Requirement: This requirement is for the renovation and repair of a custom-built heavy vehicle centralized steam rack washing center that is used to rapidly and economically clean tracked and wheeled tactical vehicles after use in various conditions, especially muddy and dusty environments. This is an advanced, secure, and highly specialized central wash building environment for army vehicles, ensuring that they are safely and efficiently cleaned while preserving the integrity of the equipment and the environment, through a closed-loop system. McHenry Pressure Cleaning Systems custom built the system in 1996 and held the maintenance service contract for decades after installation; the service contract was not renewed due to a lapse in maintenance funding, which led to the highly corrosive elements of the system quickly deteriorating the systems, building integrity, and foundation. The system is currently inoperable and has an Army BUILDER Sustainment Management System Mission Rating of F4 (system not operational and cannot support the mission until repairs or corrective actions are taken). The project is threefold: 1) to rehabilitate a failing internal facility structure; 2) repair internal foundation and collection apparatus; and 3) replace pressure cleaning and closed-loop water treatment system. Specifically, the objective of this project is to restore to service the inoperable custom-built heavy vehicle wash center which will include the repair of internal non-load bearing walls, entrances, and doors in order to be operational and in improved more efficient locations, demolish internal loading bay and grating; replace concrete pad, curbing, and footings with new pour concrete grated to a newly installed collection sump in the floor, and remove all existing closed-loop pressure cleaning systems and replace with new equipment and system; new equipment and system consist of proprietary closed-loop clarifying treatment system, wash bay apparatus, hot water pressure washer, and electrical utilities connection. This requirement is being sole sourced to McHenry Pressure Cleaning Systems, Inc. in accordance with FAR 13.501(a) and 41 U.S.C. 1901.
