- 1. Announcement: The U.S. Army Contracting Command - Rock Island (ACC-RI), in support of the U.S. Army Joint Munitions Command (JMC) located at Rock Island Arsenal, IL and the Project Lead for Joint Services (PL JS) located at Picatinny Arsenal, NJ, hereby offers interested parties with capabilities to meet the requirements of this Sources Sought notice (W519TC-25-R-QCCC) an opportunity to participate in an Industry Day at Quad City Cartridge Case Facility (QCCCF), located at Rock Island Arsenal, IL. The purpose of the event is to ensure interested vendors have an understanding of the facility (size, location, capabilities, etc.) and to provide input to the USG prior to issuance of the draft RFP. The Government intends to hold Industry Day 27 March 2025 at QCCCF, which will include a tour of the site as well as a general overview session. The Government will consider questions at any time prior to or following the event until April 3, 2025; however, respondents are required to submit any questions in writing. Offerors are encouraged to submit all questions in writing at least three (3) days prior to the industry day. Respondents shall send all questions, prior to and after the event, to the PCO and contract specialist listed below. After the event, the Government will amend this notice to attach an abstract of the Q&As as well as a list of attendees. To facilitate preparations, vendors shall complete the Industry Day Form attached to this announcement and submit it to Jaclyn R. Senneff, Jaclyn.r.senneff.civ@army.mil and Haley Olson, haley.m.olson2.civ@army.mil by 20 March 2025. Attendees shall note, the number of persons per respondent/teaming arrangement is limited to a maximum of 4 attendees. The Government staff at QCCCF will vet all attendees accessing the facility using the National Crime Information Center. Industry Day will occur at two locations. First Session - General Overview 9:00 a.m. Heritage Hall 1st Floor, Building 60, 3055 Rodman Avenue Rock Island, IL 61299 (Enter from Gillespie St. at the red awning.) Second Session � QCCCF tour 11:15 a.m. Building 299, Sylvan Drive Rock Island, IL 61299 2. Industry Day Registration and Visit Request: a. Interested participants must register in advance by completing the Company and Individual registration forms in addition to completing a visitor control center form for access to federal installation. Completed registration forms will be submitted electronically to Jaclyn Senneff at Jaclyn.r.senneff.civ@army.mil and Haley Olson at haley.m.olson2.civ@army.mil no later than Noon Central Time on March 20, 2025. Each participant�s request must be approved by the Government prior to attendance. b. Each company is permitted to send up to four (4) representatives to participate at any one time. For example, four (4) representatives are permitted at the General Overview Session, and four (4) are permitted to attend the facility tour; they are not required to be the same people. Individuals from consulting firms acting on behalf of a particular company will be included in the respective company�s total representative count. The limit will be strictly enforced. c. Participation is limited to small business, United States-based vendors. d. Participants are encouraged to submit questions and/or comments regarding the QCCCF procurement in advance of the event by utilizing the attached Question/Comment form. All questions received in advance through the Question/Comment form will be addressed by the Government during the General Overview Session. Question/Comment forms will be submitted electronically to Haley Olson at haley.m.olson2.civ@army.mil and Jaclyn Senneff at Jaclyn.r.senneff.civ@army.mil no later than March 24, 2025. 3. Agenda: a. A General Overview Session is scheduled for the morning of March 27, 2025. Check-in will begin at 8:30 a.m. Central Time on March 27, 2025. The General Overview Session will begin at 9:00 a.m. Central Time and will conclude at 10:30 a.m. Central Time. b. Participants will travel on their own, arriving at QCCCF no later than 11:15 a.m. Central Time. Participants will plan to obtain lunch on their own. No lunch or transportation from the meeting location, building 60, to the QCCCF will be provided by the Government as part of the Industry Day event. c. Participants will begin check-in at the QCCCF at 11:00 a.m. Central Time. Check-in at the QCCCF will end at 11:15 a.m. Central Time. Tour is estimated to last one (1) hour. d. Additional comments/questions stemming from the general session and/or facility tour will be accepted through April 3, 2025. Question/comment forms will be submitted electronically to Jaclyn Senneff at Jaclyn.r.senneff.civ@army.mil and Haley Olson at haley.m.olson2.civ@army.mil. 4. Safety and Security: a. Badging, Security, and Safety information pertaining to the tours will be required. Visitors will observe all plant safety and security regulations during visits. b. No open-toe shoes will be permitted during the facility tour. c. Personal protective equipment will be required and provided by the Government. d. Contractors are not permitted to have Personal Electronic Devices at any point during the General Overview Session and facility tour. 5. Virtual attendance is permitted via MS Teams for the General Session. For a link or call-in code, fill out the attached registration forms and return to Ms. Jaclyn Senneff and Ms.Haley Olson via email at jaclyn.r.senneff.civ@army.mil and haley.m.olson2.civ@army.mil. Once registration forms are turned in, the POCs listed will supply the information necessary to join virtually. QCCCF is located at Rock Island Arsenal, Rock Island, IL and is a Government-Owned, Contractor-Operated (GOCO) facility for the manufacture of steel and brass cartridge cases (105mm munitions for direct fire, 105mm for indirect fire, Navy 5-inch as well as 40mm, 57mm and 76mm). The QCCCF is comprised of approximately 180,000 square feet in Building 299 located at Rock Island Arsenal, which includes 147,500 square feet of manufacturing space, 26,000 square feet of storage space, and 6,500 square feet of administrative space. The Government is in the process of investigating some cost-effective solutions at QCCCF to deliver deep drawn cartridge cases more efficiently at lower volumes while preserving surge capability. The Government anticipates issuing a Request for Proposal (RFP) that will include requirements for the property management and sustainment of operations of the QCCCF. Interested parties would be required to propose on both the property management and sustainment of operation of the QCCCF. At this time, the requirements do not include the production of cartridge cases. It is anticipated that this effort will be solicited as a small business set-aside, best value competition, limited to the United States. Award is planned in the FY25 timeframe.
