- Description
- 1.0 SCOPE 1.1 The 144 Fighter Wing is seeking delivery of a scroll compressor for an air cooled chiller to the Fresno Air National Guard Base. Delivery is requested to be completed within a period of 30 calendar days. All details are incorporated in this request for quote and the attached specifications. The Government intends to award a single Firm Fixed Price (FFP) contract as a result of this solicitation. 1.2 This solicitation is set-aside 100% for small businesses. Interested quoters must be registered in the System for Award Management (SAM). To register go to: www.sam.gov. Instructions for registering are on the homepage. 2.0 FORMAL COMMUNICATION, QUOTER EXPLANATIONS 2.1 Submit all questions via email to the 144th Contracting Office at the address shown below. Do NOT contact the Requesting Activity directly. Doing so will only delay the response to your question. To: 144.FW.FAL.MSC.Contracting@us.af.mil Subject: RFI: Reference No. W50S6T-25-Q-A009 2.2 Any explanation desired by an interested party regarding the meaning or interpretation of the solicitation, specifications, etc. must be requested in writing and with sufficient time allowed for a response to be provided before the submission deadline. 2.3 Any interpretations made will be in the form of an amendment of the solicitation, drawings, specifications, etc., and will be furnished to all prospective quoters via posting to www.sam.gov. For security reasons, any technical data related to this solicitation will be distributed using Contract Opportunities (www.sam.gov). Explanations or instructions given in a form other than an amendment to the solicitation shall not be binding. Questions (on a non-attribution basis) and answers shall be furnished to all prospective quoters via www.sam.gov. 3.0 AMENDMENTS PRIOR TO DATE SET FOR RECEIPT OF QUOTES The right is reserved, as the interest of the Government may require, to revise any specifications or drawings or both prior to and/or after the date set for receipt of quotes as necessary. Such revisions, if any, will be announced by an amendment or amendments to this Request for Quotes (RFQ). All information relating to this RFQ, including pertinent changes/amendments and information prior to the date set for receipt of proposals will be posted at www.sam.gov. Quoters are strongly cautioned to check this site frequently and to �refresh� their web page to ensure they have the latest information. Receipt by the quoter must be acknowledged in accordance with the procedures detailed in FAR provision 52.212-1. 4.0 QUOTE EXPENSES AND PRE-CONTRACT COSTS This RFQ does not commit the Government to pay costs incurred in preparation and submission of initial and subsequent quotes or for other costs incurred prior to award of a formal contract. 5.0 SUBMISSION REQUIREMENTS AND INSTRUCTIONS 5.1 Quoters are cautioned to strictly comply with all instructions within this solicitation to ensure submission of a complete quote. Failure to furnish a complete quote, at the time of submission, may result in the quote being unacceptable to the Government and eliminated from consideration for award. 5.2 Quotes shall be submitted electronically to the following email address: 144.FW.FAL.MSC.Contracting@us.af.mil 5.3 Quote submissions are to conform with the requirements detailed in FAR provision 52.212-1. 6.0 EVALUATION OF QUOTES The Government will award a contract resulting from this solicitation to the responsible offeror whose quote conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate quotes: Price Delivery Lead Time* *Delivery Lead Time is significantly less important than price. 7.0 NOTICE TO QUOTERS This effort is a high priority requirement in support of the Air National Guard. Funds are not presently available to make award. If funds become available for award, and prices are deemed fair and reasonable, it is the Government's intent to make award. This is not a commitment of funds or contract award. 8.0 NG AGENCY PROTEST PROGRAM 8.1 NG Agency Protest Program is intended to encourage interested parties to seek resolution of their concerns with the National Guard (NG) as an Alternative Dispute Resolution forum, rather than filing a protest with the Government Accountability Office (GAO) or other external forum. Contract award or performance is suspended during the protest to the same extent, and within the same time periods as if filed at the GAO. The NG protest decision goal is to resolve protests within 35 calendar days from filing. An agency protest maybe filed with either the Contracting Officer or the NG Agency's Protest Decision Authority, but not both, in accordance with NG protest procedures. 8.2 To be timely, the protests must be filed with the periods specified in FAR 33.103.
