- Pre-Solicitation Notice TITLE OF PROJECT: Project 657-21-114JC Correct HVAC Systems for VHA Directive 1116.2, JC Solicitation 36C25525R0051 Scope of work: The General Description: VA Saint Louis Health Care System, John Cochran Division, requires a Construction Contractor to repair and/or replace various HVAC systems within Sterile Processing System s Reusable Medical Equipment storage rooms to current VHA HVAC Design Criteria and VHA Directive 1116.2. These rooms are located throughout the facility on several different floors in the main hospital, Building 1. Work includes, but not limited to, coordination of the disconnection and removal of existing HVAC components, coordination of the reconnection and placement of new HVAC components, maintain existing HVAC requirements in occupied spaces during the removal and replacement of HVAC components, abate hazardous materials, and finishing the space for patient care. Most storage rooms will be vacated of reusable medical equipment to an alternate location during construction. This project has a set of drawings and specifications that have been created by an Architectural-Engineering firm. These drawings and specifications indicate the work to be performed. Work includes, but is not limited to, general construction, alterations, mechanical and electrical work, utility systems, necessary demolition and removal of existing structures, associated appurtenances and certain other items necessary completion. All work shall be performed in accordance with solicitation/contract terms and conditions, specifications and drawings, and all applicable VA TIL and local and National codes. Contractor shall furnish all supervision, tools, labor, materials, equipment, transportation and testing necessary. Contractor will perform site investigations to fully inform themselves of the conditions and limitations applied to the work. The contractor shall be responsible for complying with all VA stipulated COVID requirements. All project work shall be installed in accordance with all applicable standards available at time of installation to include published commercial specifications as well as standards and preferences expressed in this document. All installation details shall be fully coordinated with VA CO and on-site Contracting Officer s Representative (COR). Period of Performance for all work is 550 calendar days. The facility location is the John Cochran VA Medical Center 915 N Grand Blvd, St. Louis, MO 63106. Pursuant to 38 USC 8127(d) and in accordance with Public Law 109-461, the Veterans Benefits, Healthcare and Information Technology Act of 2006, this procurement is set-aside for Service-Disabled Veteran-Owned Small Businesses (SDVOSB). The estimated cost magnitude is between $2,000,000-$5,000,000 (VARR 836.204). The North American Industry Classification Code (NAICS) for this procurement is 238220 (Plumbing, Heating, and Air-Conditioning Contractors) with a small business size standard of $45.0 million. The duration of the project is estimated to be 550 calendar days after receipt of notice to proceed. This completion period includes final inspection and clean-up. Award will be made utilizing the Best Value Lowest Price Technically Acceptable Source Selection Process in accordance with Federal Acquisition Regulation Part 15. The successful prime contractor must perform no less than 25 percent of the General Construction labor for NAICS Code 238220. Proposal submission instructions will be included in the solicitation package. The government plans to award without discussions but reserves the right to hold discussions if necessary. The offeror is responsible to monitor and download any amendments from the System of Award Management (SAM) Business Opportunities (https://sam.gov/) website, which may be issued to this pre-solicitation. In accordance with FAR 52.204-7, registration in SAM is required and in accordance with FAR 2.101, prospective contractors must be registered in SAM under the applicable NAICS code. Additionally, in accordance with the Veterans Affairs Acquisition Regulation (VAAR) 819.7003, only businesses verified under the applicable NAICS and listed in the small business administration (SBA) registry https://veterans.certify.sba.gov, shall be considered. Firms may obtain SAM information at https://www.sam.gov and VIP information at Veteran Small Business Certification at https://veterans.certify.sba.gov. The solicitation package and drawings should be available for download on or before April 22, 2025, and the proposal due date will be on or about May 29, 2025. An organized site visit will be scheduled, and the information will be made available at time of solicitation issuance. Tennative site visit scheduled for April 30, 2025 at 10:00am CT at John Cochran VA Medical Center 915 N Grand Blvd, St. Louis, MO 63106 Building 16 Conference room A208. Only one site visit will be scheduled and interested offerors are highly encouraged to attend.
