Specific instructions on submitting your offer will be contained in the solicitation documents to be issued on or after the date listed below. Vendors can search for opportunities on www.sam.gov without registering. The SAM website has an Interested Vendors List and a Watchlist where vendors can add its company's interest. Registering provides the opportunity to receive notifications; this is a tool of convenience only and does not serve as a guarantee of notification. Prospective offerors desiring to conduct business with the DOI are required to have an active registration in the Systems for Awards Management (SAM) at www.sam.gov. Firms are also required to have a UEI number in order to conduct business with the Federal Government. Proposed Solicitation Issue Date: Estimated on/about May 2025 The NAICS Code for this requirement is 237310 with a size standard of $45 million. Description: The Willow Beach area is a popular destination for visitors to launch canoes, kayaks, and boats, as well as picnicking and fishing. Willow Beach is a fee area in the park with an entrance station at the east end of Willow Beach Road (near US Highway 93). Willow Beach, located approximately 11 miles downstream of Hoover Dam in the Black Canyon region of the Colorado River, is one of Lake Mead NRA's most popular destinations and provides visitors access to a boat ramp, marina, store, restaurant, fish hatchery, fishing pier, campsites, restaurant, picnic areas, river tours, scenic overlooks, hiking trails, park/concession housing, and water/wastewater treatment plants. The US Fish and Wildlife Service (USFWS) also operates a national fish hatchery in the developed area of the park. With the opening of the Hoover Dam Bypass Bridge and the construction of the Boulder City Bypass Road, this developed area will be easily accessed by visitors from Las Vegas, NV, an area with a population of over 2 million residents and 42 million annual visitors. Willow Beach Road is a two-lane asphalt surfaced roadway that provides access to Willow Beach. Willow Beach Road currently extends 4.63 miles from US Highway 93 on the east to the Willow Beach Marina on the west. The existing roadway is narrow (20- to 21-feet wide) with soft shoulders. There are no formal paved pullouts. Centerline markings are worn, and there are no edge markings to delineate the travel lanes. The road surface is cracked and contains many potholes. The purpose of this proposed project is to rehabilitate and reconstruct a badly deteriorated roadway, minimize costs related to past flood damage, and improve safety for the public traveling on Willow Beach Road located in Lake Mead National Recreation Area. The current road is at the end of its serviceable life; therefore, this is a suitable time for the National Park Service to consider options to address ongoing and recurring maintenance issues for the road. The existing roadway alignment will be repaved along the existing alignment. No revisions to the alignment and design speed will be done. The project requires construction services of pulverizing the existing asphalt paved road, re-grading the base material, adding material to establish the road base, paving a 22-footwide asphalt road, grading the shoulders to match the pavement elevation, providing traffic control, managing dust control activities and paint striping the road to match the existing layout. Contractor will provide their own equipment and transportation to and from the construction site. Project references the latest edition of the US Department of Transportation, Federal Highway Administration Federal Lands Highway �Standard Specifications for Construction of Roads and Bridges on Federal Highway Projects� FP-24. Estimated Price Range: Between $1,000,000 and $5,000,000. Estimated Period of Performance: 150 calendar days This procurement will be competed using an Invitation for Bid (IFB) contracting method in accordance with FAR Part 14. It is anticipated the solicitation/IFB will be posted to SAM.gov on or around May 2025. A pre-bid meeting may be posted and date/location will be noted in the solicitation or in an amendment to the solicitation.
