Description
The project is to construct a Central Utility Plant (CUP) with connections to existing facilities and associated features of work for Seismic Upgrade and Specialty Care Improvements to the Department of Veterans Affairs Medical Center (VAMC) at Fort Harrison, Montana.Within the next few weeks this office will issue a Two-Phase Design-Build Request for Proposal (RFP) solicitation that will initially request Phase I proposals for the CUP project at Fort Harrison, MT. Based on the proposals received in Phase I, the Government will select up to five (5) firms to participate in Phase II. An amendment to the solicitation will be issue to only the selected firms for submission of the Phase II proposals. This solicitation is UNRESTRICTED AND OPEN TO BOTH LARGE AND SMALL BUSINESS PARTICIPATION. The acquisition approach for this project will be a Two-Phase Best Value Tradeoff RFP following FAR Part 15 procedures. All contractors must be registered and have an active and verified account in both the System for Award Management (SAM) in order to receive a contract award from any DoD activity. Contractors may access the Internet site at: https://www.sam.gov/ to register and/or obtain information about the SAM program. Contractors must ensure that the applicable NAICS code 236220 is included in their profile prior to submission of offers. The Procurement Integrated Enterprise Environment (PIEE) system will be used to distribute contract bid documents (i.e., plans, specifications, etc.) and receive proposals for this solicitation. Offerors must be registered within the PIEE system to view documents and submit proposals. Registration instructions are as follows: Every Vendor must register in the Procurement Integrated Enterprise Environment for the specific applications they wish to use. During registration, offerors will need to register for the solicitation module with the relevant role (Proposal Manager). To use an application in the Procurement Integrated Enterprise Environment system, you must establish a personal account in the system. This account is activated by your Government Administrator or the Procurement Integrated Enterprise Environment Customer Support Center. You will need to take several steps to establish your personal account: On the PIEE Home Page, click the Help/Training button in the upper right-hand corner for steps needed to complete before registering. 1. Complete your Vendor activation requirements (See Vendors Getting Started Section on the Help/Training page). 2. Set up your PC to use the applications (See Machine Setup link on the Help/Training page). 3. Self-register as Vendor or your Contractor role for your CAGE codes (See the demo below for help with Self Registration). 4. Have your GAM activate your account. PROJECT DESCRIPTION (approx. quantities): Design-Build Services for the Fort Harrison, MT VAMC Seismic Upgrade and Specialty Care Improvements; Phase A, Design-Build Central Utility Plant (CUP). This acquisition is to design and construct one facility and supporting infrastructure on the Fort Harrison Campus: an approximately 15,700 Gross Square Feet (GSF) Central Utility Plant (CUP) with utilities distribution system, interior demolition of building 171 (current operational boiler plant), and the modification of the existing campus heating/hot water system and chilled water system in Buildings 154, 169, and 141 for new connections to the CUP. The Contractor will be required to commence work within 10 days after Notice to Proceed (NTP) and complete the work within 1488 calendar days after issuance of the Notice-to-Proceed (NTP). Provisions will be included for Liquidated Damages in case of failure to complete the work in the allowed time. Performance and Payment Bonds will be required. This project description is for information only. Project scope of work is subject to change. RFP Evaluation Criteria: Firms participating in the solicitation will submit technical requirements in accordance with (IAW) Section 00 21 00 Instructions to Offerors and the proposals will be evaluated IAW Section 00 22 00 EVALUATION CRITERIA. Submissions will be evaluated based on a best value approach considering technical elements for evaluation (i.e., Concept Design and Technical Solutions, Past Performance, Management and Technical Approach, Key Personnel, and Contract Schedule). An adjectival method of evaluation will be used to evaluate all technical factors. Price will be evaluated separately for reasonableness. A Best Value selection will be considered after reviewing price and technical factors. The estimated construction cost of this project is between $25,000,000 and $100,000,000. Note: Offerors please be advised that an online registration requirement in System for Award Management (SAM) database http://www.sam.gov/ exists and directed solicitation provisions concerning electronic annual Representations and Certifications on SAM. Representations and certifications are required to be up-dated annually as a minimum to keep information current, accurate and complete. The electronic annual representations and certifications are effective for one year from date of submission or update to SAM.
