- C-130 Portable Right, Left, Nose Wheel Well Blast Booths and Paint Booths. Commander Fleet Readiness Center (COMFRC) is issuing this sources sought synopsis as a means of market research to identify parties having an interest in and the resources to support this requirement for a C-130 wheel well mobile right, left, and nose Blast Booths and Paint Booths. The applicable North American Industry Classification System (NAICS) code assigned to this procurement is 327910. THIS SOURCES SOUGHT IS FOR INFORMATION PURPOSES ONLY. THIS IS NOT A REQUEST FOR QUOTE/PROPOSAL. IT DOES NOT CONSTITUTE A SOLICITATION AND SHALL NOT BE CONSTRUED AS A COMMITMENT BY THE GOVERNMENT. RESPONSES IN ANY FORM ARE NOT OFFERS AND THE GOVERNMENT IS UNDER NO OBLIGATION TO AWARD A CONTRACT AS A RESULT OF THIS ANNOUNCEMENT. NO FUNDS ARE AVAILABLE TO PAY FOR PREPARATION OF RESPONSES TO THIS ANNOUNCEMENT. ANY INFORMATION SUBMITTED BY RESPONDENTS TO THIS TECHNICAL DESCRIPTION IS STRICTLY VOLUNTARY. Submission Instructions: Interested parties should submit a response to this Sources Sought Notice by 25 April 2025 at 12:00 pm EST. All responses under this Sources Sought Notice must be emailed to Jeffrey.t.smith6.civ@us.navy.mil (CC: adam.c.coombs.mil@us.navy.mil). Responses should be not exceeded ten (10) one-sided 8.5 x 10 inch pages with a font that is no smaller than 10 point as this is not a request for a proposal but only a request for submission of a vendor's capability to perform this requirement. Telephone inquiries will not be accepted or acknowledged, and no feedback or evaluations will be provided to companies regarding their submissions. COMFRC intends to issue a request for proposal for one (1) C-130 wheel well blast booth system consisting of the following: One (1) C-130 right blast booth, left blast booth, and nose wheel well blast booth that includes a media ventilation recovery system. One (1) C-130 wheel well paint booth that includes right paint booth, left paint booth, and nose wheel well paint booth that includes a media ventilation recovery system. Contractor shall be responsible for preliminary design, final design, and final build of each of the wheel well blast/paint portable booths. This will include delivery and testing the equipment with an actual C-130 at the final destination inspection. We are requesting that potential contractors share with us how they sustain their equipment after delivery and if they offer any maintenance services. Place of performance is Fleet Readiness Center East (FRCE), at Marine Corp Air Station (MCAS), Cherry Point in North Carolina. COMFRC is requesting industry input into the feasibility of the government�s requirements. In your response, please provide: Description of your company�s capabilities, based on the questions below. Your company�s business size in terms of number of employees, and whether domestic or foreign for consideration of solicitation set-aside, and small business subcontracting requirements. Your company�s manufacturer status: Manufacturer/Non-Manufacturing Source. If non-manufacturing source, please identify the manufacturer. Whether your company will partner with subcontractors to complete this requirement. Basis of estimate to consider the total financial budget of this requirement. Estimates should capture the total procurement requirements, not solely the machine�s requirements. Please identify each machines� overall footprint. Description: The C-130 Blast Booth process shall be as follows: Type V blast media to remove paint and corrosion. No sweep floor media recovery system. Filtration system. The C-130 mobile wheel well blast booths shall include right, left, and nose blast enclosures. Each booth shall include a blast media removal system, floor no sweep recovery system for type V plastic blast media, and mobile filtration system. The blast system shall include a military grade trailer and heavy-duty cover. The C-130 Paint Booth system process shall be as follows: 1. Prep sand. 2. Wash. 3. Apply brightner. 4. Apply Alodine. 5. Apply masking/strip tape. 6. Final rinse. 7. Apply primer and sealer. 8. Paint 1st and 2nd coat of paint. The C-130 mobile wheel well paint system shall include right, left, and nose booth enclosures. Each booth shall include a mobile filtration system, Alodine wash, floor no sweep media recovery, dry chemical fire suppression, and paint system. The paint system shall include a military grade trailer and heavy-duty cover. Installation Requirements: System safety, design, and engineering requirements are to be supported by industry standards. Blast and Paint Booths must mate up to the wheel wells with gasketed airtight seal. Functional Characteristics: Blast Booths Blast Booths, media recovery, and ventilation systems to be mounted on military grade portable trailers with heavy duty casters rated for the system. Each Blast Booth Module shall have manual leveling jacks on all four corners to raise it for mate up to the aircraft. Modules shall have heavy duty covers. Blast Booths shall have no sweep media recovery system rated for 99.7% efficiency @ .5 microns, and 99.7% efficiency HEPA system @ .3 microns. Blast Booths shall have ventilation dust collection system rated for 99.7% efficiency @ .5 microns, and 99.7% efficiency HEPA system @ .3 microns. Blast Booths shall have two grade D breathing air connections compatible with Nova and 3M respirators. Blast Booths shall have control panel for full operation, which shall include: A. Ventilation start and stop B. Recovery start and stop C. Blast module light on and off switch D. Emergency shut down E. C/O auditable and visually alarm mounted on top of the control panel. F. Supervisor re-set key for the Broken Filter Detector G. Man door open light. H. Blast module sealing light warning. Paint Booths 1. Paint Booth Modules shall be fully portable and mounted on heavy duty caster wheels rated for the system. Each Paint booth Module shall have manual leveling jacks on all four corners to raise it for mate up to the aircraft. Modules shall have heavy duty covers. 2. Each Paint booth shall have a Control Panel. The control panel will have all the items required for the full operation of the paint system. Control system will integrate the Ventilation system to have interlocking fan and spray air so the system will not allow the user to spray contaminants unless the fan is running. 3. The Paint Booths shall have a drain system with a sloped floor with center drain piped to outside edge of module with drain valve. This drain will be plumbed so the drain line runs to the outside edge of each module. The drain line will have a �� turn ball vale to allow for floor drainage. 4. Paint booths shall have One (1) Grade �D� breathing air panel per each module for two operators. 5. Paint Booths shall include a Ventilation system that shall be a cross-draft design. Ventilation system shall remove all particulate and VOC�s to no more than 50 ppm over an 8-hour time weighted average. Ventilation system shall meet or exceed ANSI 29.7 as per requirements of NFPA33; Chapter 7.5.2. Ventilation system shall meet all OSHA and EPA requirements for Method 319 Ventilation. Ventilation system shall have interlocking fan and spray air so the system will not allow the user to spray contaminants unless the fan is running. Each module shall have two each 3M 7000 Series Full Face (APR), Full Face Powered Air Purifying Respirator (PAPR), and Supplied Air Hood (SAR) 6. Paint booths Filtration system shall have dry fire suppression system to meet all OSHA requirements. Each module shall have its own standalone dry chemical fire suppression system. The system will have audible and visual warning lights and horns on the inside and outside of each module. System shall be engineered to accept hard wiring to the facilities alarm system. 7. Paint booth shall have an airtight gasketed seal to the wheel wells. 8.
